For the first time in Kyrgyzstan, educational videos for the deaf and hearing impaired have been created under the title «Azbuka prava” (Russian: Азбука права, lit.: the ABC of Law). Texts of laws and codes were also produced in Braille relief-dotted font. The educational materials on law were prepared by the Plus Public Fund and the Equal Opportunities Social Center, with the support of the project of the UNDP and the Finnish Ministry of Foreign Affairs »Widening Access to Justice for Legal Empowerment in the Kyrgyz Republic«. The following topics are covered in the video series of »Azbuka prava", with explanations in the sign language: General Notion of Law, Constitution of the Kyrgyz Republic, State, Judicial System, International Acts regulating the rights of persons with disabilities, Criminal Liability for Coercion to Enter into Marriage, Pension, Marriage, Alimony, Inheritance, Entrepreneurial Activity on the Basis of a Voluntary Patent. In addition, for the purposes of increasing access to legal information for the visually impaired, books were published in Braille's relief-dotted font containing texts of laws and codes: the Penal Code, the Code of Criminal Procedure, the Civil Procedure Code, the Misdemeanor Code, the Code on Violations, the Law on the Rights and Guarantees of Persons with Disabilities, the Law on State-Guaranteed Free Legal Aid, the Law on Prevention and Protection Against Family Violence. Laws and codes in Braille have been passed to the Republican Library for the Blind, the Republican Children's and Youth Library named after Bayalinov, as well as the AUCA students library for use by the blind. According to official data of the Kyrgyz Society of the Blind and Deaf, more than 5 000 people with hearing impairment are registered in our country. Currently, in Kyrgyzstan, people with hearing impairment use and study in a Russian sign language. The deaf acquire secondary education at specialized schools. This is due to the fact that sign language is used to understand objects. But almost none of the universities in Kyrgyzstan offer higher education for the deaf. This is due to the fact that only 4 qualified sign language interpreters work in the country. Studying among the hearing, a deaf person needs a sign language interpreter. In this regard, deaf and hard of the hearing people are left without higher education and often engage in unskilled labor in the sphere of services.
