Bishkek, Dec. 10, 2018. /Kabar/. Kyrgyz President Sooronbay Jeenbekov participated in the International Conference dedicated to the 70th anniversary of the Universal Declaration of Human Rights on Monday. In his welcoming speech, he noted that the event brings together two more significant events for the country - the 25th anniversary of the Constitution of the Kyrgyz Republic and the 80th anniversary of the Jogorku Kenesh (Kyrgyz parliament). “By holding today's conference with the support of the UN, we once again prove that great importance has always been attached to the protection of human rights in our country. Both our main law and the activities of the parliament fulfill their functions through the prism of protection of humans, and I believe that the conference will be a fruitful platform for discussing many issues,” the country leader said. The President pointed out that the Universal Declaration of Human Rights is one of the most significant documents for the whole world, having endured two world wars. “It has always called for the preservation of human values ​​and has been translated into all languages ​​of the world. The concept paper consisting of 30 articles was written three years after the establishment of the United Nations. Subsequently, this Declaration became the basis for international covenants on civil, political, economic and social rights in force in many countries of the world,” Jeenbekov said. The President noted that the ideas found in the Declaration are consonant with the mentality of the Kyrgyz people and their attitude to the world. “Equal rights of men and women, calls for respect for nations, languages, religions of all nations, as well as preservation of friendly relations between them - these are the values ​​and principles to which our ancestors also adhered. Our ancestors entrusted us, along with the preservation of national spiritual values, to respect the human dignity of each and everyone, and protect the rights of women and children. Therefore, we, the people of Kyrgyzstan, were the first of the countries of Central Asia to adopt the Universal Declaration of Human Rights in 1994,”J eenbekov noted. He added that a quarter century has passed since then, and the country sees protection of the rights of citizens as one of the main priorities.

Osh, Dec. 10, 2018. /Kabar/. An educational computer class was opened at the Department of Internal Affairs of Osh oblast, for operations officers engaged in the fight against drug trafficking and organized criminal groups, including transnational criminal groups, the press service of the Department of Internal Affairs of the oblast reported. For the purposes of creating the computer class, financial resources were allocated by the Government of the Russian Federation; the staff of the Program Office of the United Nations Office on Drugs and Crime in the Kyrgyz Republic were in charge of the equipment, provision of modern technology and advanced computers. The computer class will allow to conduct classes to improve the skills of employees of criminal intelligence units at a higher technical level, with the use of new technologies, in accordance with new laws and codes of the Kyrgyz Republic, which will positively affect the results of the fight against crime.

The Council of the Eurasian Economic Commission adopted the EAEU Technical Regulations on the Safety of Alcoholic Products on December 5, 2018, the Ministry of Economy of the Kyrgyz Republic reported. The technical regulation establishes safety requirements for alcohol products and assessment procedures that are subject to compulsory application and enforcement in the EAEU member states. Court orders PSC to stop Gozo promotion exercise

The Public Service Commission has been dealt a blow by the Courts which ordered it to suspend a promotion and give a government employee access to information on job interviews after he claimed the exercise was vitiated. The commission is a constitutional organ responsible for staffing and discipline within the public service. Following a law suit against the PSC and the Gozo Ministry by Joseph Bajada, an engineer who felt aggrieved by a recent promotion exercise, Mr Justice Wenzu Mintoff ordered the PSC to freeze the exercise and to give Mr Bajada access to all the information required in order to defend his position. The issue goes back to last summer when the Gozo Ministry issued a call for the post of assistant director for public cleansing in Gozo. Despite the fact that he had been deputising for the post issued for promotion since 2006, Mr Bajada, an engineer by profession, placed second in the interview and was awarded two marks less than the applicant who placed first. Feeling aggrieved, Mr Bajada filed a complaint petition to the PSC, as required by law, challenging the promotion exercise.
