Leaders of the Kyrgyzstan and Onuguu-Progress factions of the Jogorku Kenesh (Kyrgyz Parliament) Almazbek Baatyrbekov and Bakyt Torobayev met with the UNDP mission for assessment of electoral needs. Head of the mission Pascal Roussi told that the mission began work on Monday, November 19th. Meetings are held to develop recommendations, on the basis of which decisions will be taken on the need for assistance for the electoral system of Kyrgyzstan. Almazbek Baatyrbekov told that every year the parliament of the republic recieves budget with a deficit, therefore, technical support from international organizations for the parliamentary elections scheduled for 2020 is needed. “In the past parliamentary elections in 2015, administrative resources and the bribery of voters were used. This was possible due to the ignorance of voters of the electoral legislation. Therefore, I support President Jeenbekov’s proposal to stop making amendments to the Election Code one year before the elections,” Baatyrbekov said. He also believes that persons with convictions should not be engaged in elected bodies and that gender representation should be respected throughout the work of an elected body. Bakyt Torobaev told that the party has a number of proposals to amend the election laws. “The main thing is that the deputies of all levels should be not those who have a thick wallet, but those who really are highly regarded on site,” Torobaev said. Therefore, the party proposes to draw up lists of candidates and approve them at party congresses, but after the elections to have the opportunity to hold a party congress again and change the order of lists depending on the votes cast in the regions. “We also propose to provide TV time to all parties participating in elections, regardless of their financial capabilities, and to cancel the holding of concerts at electoral meetings with voters,” Torobaev continued. The members of the Onuguu - Progress faction Tynchtyk Shainazarov, Altynbek Junus uulu, Ziyadin Jamaldinov, who participated in the meeting, noted that there is progress in holding elections. “Wholesale” voting has been terminated, one voter receives one ballot. Voting through biometric data gives hope to voters that their votes will be counted. But the voter should be protected from the arbitrary will of local leaders and cancel form 2, which allows the voter to cast the ballot not at the place of residence, but at another polling station.
