SINGAPORE – A new variant of phishing scams, involving fraudulent Budget 2024 infographics, is making its rounds online, said the police in an advisory on April 23. In this scam variant, potential victims would receive a Telegram message containing an infographic on Budget 2024 supposedly from the Ministry of Finance (MOF). The infographic – accompanied by a link – would then direct victims to verify their eligibility for government cash disbursements on the website. Those who click on the link would be directed to another fraudulent website requesting victims’ names and Telegram accounts’ contact numbers to verify their so-called eligibility for government assistance. Victims who fill in their information and click on the verify button may receive notifications from Telegram that a new device has attempted to log in to their accounts. But it would be too late as they would have revealed their information by then. The fraudulent infographic would also be forwarded to other Telegram users in the victims’ contact list, and they would be added to unknown Telegram group chats related to purported investment opportunities.

A 26-year-old man is expected to be charged in court on Apr 24 for his involvement in the defamation of KK Women's and Children's Hospital (KKH) over alleged miscarriage claims, said the police in a media statement on Tuesday (Apr 23). The article titled «The baby is probably dead - Woman shares a harrowing account of her miscarriage at KKH A&E» was published on alternative news source Wake Up Singapore's (WUSG) website, Facebook page, and Instagram page on March 23, 2022. The article alleged that a pregnant patient suffered a miscarriage after waiting four hours to see a doctor at KKH for Covid-19 treatment and abdominal pains. The hospital lodged a police report over falsehoods made in the article two days later. In the media release, the police said they consulted the Attorney-General's Chambers after receiving the police report from KKH and were authorised to investigate the matter.

In an interview with 8world on Tuesday, her younger brother revealed that the family had also lost their father and another sister in the past year. «My mother is really strong and there're really no words to describe the grief of losing three family members within one year,» he said. Norzihan, who was single and worked at pest control firm First Choice Pest Specialist, was the eldest of six siblings. Her brother described her as quiet, independent and being close to the family. She was the primary caregiver for their 78-year-old mother, who lives in Tampines.

Asia was the world's most disaster-hit region from climate and weather hazards in 2023, the United Nations said Tuesday, with floods and storms the chief cause of casualties and economic losses. Global temperatures hit record highs last year, and the UN's weather and climate agency said Asia was warming at a particularly rapid pace. The World Meteorological Organization said the impact of heatwaves in Asia was becoming more severe, with melting glaciers threatening the region's future water security. The WMO said Asia was warming faster than the global average, with temperatures last year nearly two degrees Celsius above the 1961 to 1990 average. «The report's conclusions are sobering,» WMO chief Celeste Saulo said in a statement. «Many countries in the region experienced their hottest year on record in 2023, along with a barrage of extreme conditions, from droughts and heatwaves to floods and storms. »Climate change exacerbated the frequency and severity of such events, profoundly impacting societies, economies, and, most importantly, human lives and the environment that we live in.« The State of the Climate in Asia 2023 report highlighted the accelerating rate of key climate change indicators such as surface temperature, glacier retreat and sea level rise, saying they would have serious repercussions for societies, economies and ecosystems in the region. »Asia remained the world's most disaster-hit region from weather, climate and water-related hazards in 2023,« the WMO said. - Heat, melting and floods - The annual mean near-surface temperature over Asia in 2023 was the second highest on record, at 0.91 degrees Celsius above the 1991-2020 average, and 1.87 C above the 1961-1990 average. Particularly high average temperatures were recorded from western Siberia to central Asia, and from eastern China to Japan, the report said, with Japan having its hottest summer on record. As for precipitation, it was below normal in the Himalayas and in the Hindu Kush mountain range in Pakistan and Afghanistan. Meanwhile southwest China suffered from a drought, with below-normal precipitation levels in nearly every month of the year. The High-Mountain Asia region, centred on the Tibetan Plateau, contains the largest volume of ice outside of the polar regions. Over the last several decades, most of these glaciers have been retreating, and at an accelerating rate, the WMO said, with 20 out of 22 monitored glaciers in the region showing continued mass loss last year. The report said 2023 sea-surface temperatures in the northwest Pacific Ocean were the highest on record. - 'Urgency' for action - Last year, 79 disasters associated with water-related weather hazards were reported in Asia. Of those, more than 80 percent were floods and storms, with more than 2,000 deaths and nine million people directly affected. »Floods were the leading cause of death in reported events in 2023 by a substantial margin,« the WMO said, noting the continuing high level of vulnerability of Asia to natural hazard events. Hong Kong recorded 158.1 millimetres of rainfall in one hour on September 7 -- the highest since records began in 1884, as a result of a typhoon. The WMO said there was an urgent need for national weather services across the region to improve tailored information to officials working on reducing disaster risks. »It is imperative that our actions and strategies mirror the urgency of these times,« said Saulo. »Reducing greenhouse gas emissions and adapting to the evolving climate is not merely an option, but a fundamental necessity." © Agence France-Presse

The United States has begun discussions with Niger on withdrawing the more than 1,000 American personnel in the military-ruled country, which has been a key base for regional counter-terrorism operations, officials said Monday. Niger's government -- a military junta that ousted the country's president last year -- said in March that it was ending a military cooperation agreement with Washington, which agreed to remove its troops last week and said it would send a delegation to Niamey within days. «We can confirm the beginning of discussions between the US and Niger for the orderly withdrawal of US forces from the country,» Pentagon spokesman Major General Pat Ryder told journalists. The Defense Department «is providing a small delegation from the Pentagon and US Africa Command to participate in the discussions,» Ryder said. Niger's Foreign Minister Bakary Yaou Sangare also confirmed that talks on the issue had begun, saying in a statement that he held discussions Monday with US Ambassador Kathleen FitzGibbon on the departure of American troops. Maria Barron, USAID's mission director in Niger, also attended the meeting and said the agency would continue its cooperation with Niger, according to the statement. Ryder said there have not yet been any changes to troop levels in Niger, a linchpin in the US and French strategy to combat jihadists in West Africa and the location of a $100 million American drone base.
