Taiwan unveils long-awaited gay marriage bill

TAIPEI, Taiwan --- Taiwan's ruling party unveiled its latest attempt to create Asia's first gay marriage law on Thursday,a bill offering same sex-couples «permanent unions» as well as limited adoption rights, despite stiff opposition from conservatives. The Democratic Progressive Party (DPP) has had a stuttering and troubled journey towards delivering on their 2016 election promise to grant same-sex couples equal marriage rights. In November, conservatives won a referendum against revising the island's Civil Code to allow gay marriage, in a blow to President Tsai Ing-wen's party and a stark illustration of the social divide caused by the issue. The referendum came after Taiw...Keep on reading: Taiwan unveils long-awaited gay marriage bill

DHAKA, Bangladesh --- A devastating fire raced through densely packed buildings in a centuries-old shopping district in Bangladesh's capital, killing at least 70 people, officials and witnesses said Thursday. The fire in Dhaka's Chawkbazar area was mostly under control after more than 10 hours of frantic firefighting efforts. Some of the about 50 people injured were critically burned. The district dating to the Mughal era, 400 years ago, is crammed with buildings separated by narrow alleys, with residences commonly above shops, restaurants or warehouses on the ground floors. New Merill GBP hedged share class launched

Following the success of the Merill SICAV plc, which has now surpassed €70 million in assets under management, Jesmond Mizzi Financial Advisors Ltd is pleased to announce the launch of a new GBP hedged share class under the Merill High Income Fund.  The purpose of this share class is to allow investors who are long in Sterling or in holdings denominated in GBP, which invest predominantly in UK assets, to diversify their portfolio by investing in a fund with a wider sectorial and geographical exposure. The net asset value (NAV) of the share class will be hedged against GBP thereby eliminating the EURGBP currency pair exposure. The Merill SICAV plc is incorporated as an open-ended collective investment scheme, registered in Malta, qualifying as a Maltese UCITS in terms of the UCITS Directive, and licensed by the Malta Financial Services Authority. The fund is self-managed, however, the day-to-day investment management of this new GBP hedged share class will also be managed by the team of professionals at Jesmond Mizzi Financial Advisors Ltd. “In view of the uncertainty surrounding Brexit and its possible repercussions on UK focused investments, being direct holdings or collective...

Church set to make changes as summit on sex abuse opens on Thursday

Pope Francis kicks off a red-letter global child protection summit Thursday for reflections on the sex abuse crisis, while victims tired of hearing pledges for change clamour for incisive reforms. The pontiff has set aside three and a half days to convince Catholic bishops to tackle paedophilia in a bid to contain a scandal which hit an already beleaguered Church again in 2018, from Chile to Germany and the United States. The 82-year-old hopes to raise awareness through prayers, speeches, working groups and testimonies from victims. The idea is that the 114 heads of bishops' conferences will return home with clear ideas on how to spot and deal with abuse. The task is made difficult by the fact that some churches, in Asia and Africa in particular, deny the problem exists. «My hope would be that people see this as a turning point,» said American Cardinal Blase Cupich, one of the pope's trusted allies in the United States and one of the summit's four organisers. The US Catholic Church has been shaken by one of the gravest crises in its history, with the defrocking last week by Pope Francis of a former cardinal -- American Theodore McCarrick -- over accusations he sexually abused a...

Civil society: flourishing opuntia? - Benjamin Dalli

The opuntia ficus-indica may have originated several time zones away, yet the prickly pear, an alien species, found itself pasted on the emblem of Malta for over a decade. To the reckless passer-by, the cactus is a threat. For the wiser rambler, it can be a summertime treat.  Civil society was introduced to Malta formally shortly after Independence. Today, hundreds of voluntary organisations are registered with the commissioner. It is dubious whether this indicates that civil society has flourished akin to our beloved flora. Malta has been doing pretty well for itself, at least prima facie. The Economist Intelligence Unit ranks Malta among the world’s healthiest democracies – quite a feat for a country of its age, size and history. Century after century, the Maltese people were subjugated to some other ruler; none was known for their democratic credentials – bar Britain. Yet among full democracies, Malta trails behind in political participation. The factors assessed included adult literacy, voter turnout and party political membership, arguably the three strongest points keeping Malta afloat in the area.  Evidently, that isn’t enough.  Politics is still considered a taboo across...

Integrity in public life

Those serving in public life, whether as politicians or as officials in the public service, know that they are in a position of trust. They are just stewards of the processes that ultimately serve society. Public figures are expected to abide by high standards of exemplary behaviour that are characterised by selflessness, integrity, objectivity, accountability, openness, honesty and leadership. Recent revelations about the behaviour of a member of Parliament and a high-ranking public official can raise legitimate questions as to whether these public officials are committed to the principle of integrity. These two incidents have similarities but are also different in some ways. Labour MP and chairman of Heritage Malta Anton Refalo was charged in court with assaulting his son after he allegedly spread revenge porn of his ex-girlfriend. The Magistrates’ Court acquitted Dr Refalo as the prosecution failed to provide sufficient evidence to prove its case. So an alleged case of domestic violence by a member of Parliament produced no sanctions because of insufficient criminal evidence. The Permanent Secretary of the Ministry of Education and former Rabat mayor Frank Fabri was...
