Uganda's ruling party endorses Museveni for sixth-term run

Uganda's ruling party has endorsed President Yoweri Museveni, 74, as its candidate in 2021 elections, which could see him seek a sixth term in office, a party resolution said Wednesday. The National Resistance Movement (NRM) called for Museveni to «continue leading the movement and the state in 2021 and beyond to eliminate bottlenecks to transformation.» The resolution was adopted at a retreat for top party officials chaired by Museveni. The move comes after a bill was signed in December 2017 scrapping a presidential age limit of 75, which would have blocked Museveni from running again, sparking demonstrations and an outcry from the opposition which accused the president of seeking to rule for life. The constitutional court in July last year ruled in favour of removing the limit. Last month Uganda's Supreme Court began hearing a petition to challenge this decision. Museveni, who seized power at the head of a rebel army in 1986, once said leaders who «overstayed» were the root of Africa's problems. However while running for a fifth term in 2016, he said it was not the right time for him to leave, as he still had work to do. Museveni is the only president most Ugandans have known in a country where the median age is less than 16. Young Ugandans have recently been energised by pop star-turned-MP Bobi Wine, who spearheaded protests against the age-limit amendment and has rapidly become a thorn in the government's side. Bobi Wine, whose real name is Robert Kyagulanyi, told CNN in an interview earlier this month that he was «seriously considering» running for president in 2021. «We believe that by the time we get to the election which is about two years away, we will have many Ugandans registered as voters and overwhelming Museveni looks like our only way out,» he said in the interview. Kyagulanyi was charged with treason in August, along with more than 30 opposition politicians, over the alleged stoning of Museveni's convoy after a campaign rally in the northwestern town of Arua. During the campaign, Kyagulanyi's driver was shot dead when soldiers from the elite presidential guard raided the hotel in which he was staying. The singer has also accused the security forces of torturing and beating him while in custody and later received medical treatment in the US for the injuries he said he received. Commonwealth’s role in good governance, human rights part of discussion with Seychelles’ president

The importance of the Commonwealth to ensuring good governance and the respect of human rights was the focus of discussions between the Seychelles’ President and a delegation from the Commonwealth Parliamentary Association (CPA) on Tuesday. The delegation met with Faure at State House in the capital, Victoria. The head of the delegation, Tessa Blackstone, said that in line with good governance, the president has shared some of his vision as the head of state. «He talked a bit about what it means to be president here and that he wants to be a little bit above politics, play a head of state role, and at the same time, engage in the issues that affect the people of this country and to try and improve their conditions,» said Blackstone. The delegation and the President also discussed Seychelles’ association with the Commonwealth and the shared values and principles it upholds in the areas of democracy, human rights and good governance. A press release from State House said, “President Faure noted that Seychelles remains committed to cementing the excellent bond that Seychelles and the CPA share on a bilateral and multilateral level.” He expressed his hope to see renewed efforts to elevate the cooperation to new heights following their visit.  The head of the delegation, Tessa Blackstone, said that in line with good governance, the president has shared some of his vision as the head of state. Earth is seen as a blue planet since the ocean, which covers more than two-thirds of its surface, is home to an incredible variety of species. In April last year, the 53 countries of the Commonwealth adopted the Blue Charter through which members will actively co-operate to solve ocean-related problems and meet commitments for sustainable ocean development.  During their official visit to Seychelles, a group of 115 islands in the western Indian Ocean, the delegation is meeting with members of the National Assembly and of the Cabinet of Ministers. The delegation is also expected to hold a seminar and share knowledge about how different sectors operates in the UK as well as how UK’s parliamentary process is working. Seychelles joined the Commonwealth in 1976 and since then the island nation has received a great support from the voluntary association of 53 independent and equal sovereign states, especially on ocean issues. An ocean governance internship programme under the Commonwealth Youth Council exposed at least 30 young people to blue economy employment in 2017.  In addition, the Commonwealth has carried out feasibility studies on new sectors such as aquaculture, marine biotechnology and marine renewable energy, while also advising the government on national ocean policies and governance regimes.

Concurrently, it has sequentially implemented a host of stricter capital requirements, essentially forcing the bank’s hand to hold very high grade assets as well as limiting risk. This has inevitably resulted in the tightening of net interest margins, reducing operating income. Given that the outlook for growth in the European Economic Area remains tepid, there is little hope for a material rise in interest rates in the short term. Indeed, in the ECBs most recent comments they expect the Eurozone’s path of inflation will be shallower while its economic slowdown will be “stronger and broader” than...

The historic 'language question' in Malta's courts has returned to haunt a former HSBC employee who sued the bank's board for allegedly not being paid outstanding wages upon termination of his employment. The case was filed by the police after the bank allegedly failed to pay Dennis Francalanza, whose termination of employment was declared unfair by the Industrial Relations Tribunal in November 2015. The bank's failure was deemed to be a breach of the collective agreement. Before going into the merits of the case, Magistrate Donatella Frendo Dimech observed that the summons had been filed in English. She observed that the Constitution and the Criminal Code laid down that the language of the courts was Maltese. The Judicial Proceedings (Use of English Language) Act further laid down that where one or more of the parties was English-speaking and the Maltese-speaking parties made a declaration consenting to the proceedings being conducted in the English language, or where none of the parties was a Maltese-speaking person, the court may order that the proceedings be conducted in the English language. However, no such declaration had been made, nor was the court requested to issue...
