Muscat announces further measures after Budget speech

Prime Minister Joseph Muscat announced increases to the in-work benefit when he addressed a press conference after the Budget speech on Monday. Dr Muscat said the government was removing discrimination suffered by workers formerly employed in a government entity who benefited from an early retirement scheme before 2008 but had never been given a raise since.   With regard to the in-work benefit, he said rates were being increased between €50 and €100 per child of the workers involved. Those people aged over 26 living on social benefits who opted to return to studying would also be given a stipend equivalent to the minimum wage. He also announced assistance to workers who used to work in Libya to regularise their social benefits situation and thus benefit from a better pension.  In his address, Dr Muscat said he was proud to lead a government which had again not taken anything from the people but was actually giving the people more, both financially and in free time.

Russia vows to 'restore' military balance if US scraps nuclear treaty

Russia said on Monday it would be forced to respond in kind to restore the military balance with the United States if President Donald Trump carried through on a threat to quit a nuclear arms treaty and began developing new missiles. But Moscow signalled it may be willing to give some ground, with a senior official telling Trump's national security adviser that Russia was ready to address US concerns about how the 1987 Intermediate-Range Nuclear Forces Treaty was being implemented. Trump drew a warning of «military-technical» retaliation from Moscow after saying on Saturday that Washington would withdraw from the Cold War-era pact which rid Europe of land-based nuclear missiles. Signed by then-President Ronald Reagan and reformist Soviet leader Mikhail Gorbachev, the treaty required the elimination of all short and intermediate-range land-based nuclear and conventional missiles held by both countries in Europe. Its demise could raise the prospect of a new arms race, and Gorbachev, now a frail 87-year-old, has warned that unravelling it could have catastrophic consequences. Kremlin spokesman Dmitry Peskov called Trump's withdrawal plan a matter of deep concern for Moscow. "Such...

Watch: Wage increase eaten away by food price inflation - Delia

Workers were seeing a reduction of their wages in real terms and the Budget had done nothing to address the situation, Opposition leader Adrian Delia said on Monday. He said the cost of living adjustment given in the Budget, at just €2.33, was literally eaten away just in the past few weeks with increases in food prices. Workers, he said, were not benefiting from economic growth. «We are seeing increased pressure on prices and wages. The people are seeing their spending power deteriorate.»   Furthermore, he said, economic growth was not coming about from production growth but from population growth, which in turn caused pressure in various sectors of the infrastructure and raised property prices. The Budget, he said did nothing to ensure that pensions were adequate and sustainable in the long term. On spending on roads, Dr Delia said the government was not making any new proposals to ease traffic congestion. The government was widening the roads, but this was not an adequate solution for the fast increase in the number of cars on the roads.  The government was trying to solve today's problems while it was ignoring the problems of tomorrow.  The only honest paragraph in the...

Watch: NBA roundup: Kings ruin Westbrook's return

Yogi Ferrell stole the ball from Russell Westbrook and scored a buzzer-beating layup at the end of the first half, capping a flurry that helped the Sacramento Kings build a double-digit lead en route to a 131-120 victory over the host Oklahoma City Thunder on Sunday night. Ferrell's hoop capped a personal five-point burst in the final 10.3 seconds of the second period and a 15-4 Sacramento run to finish the half. The surge gave the Kings a lead they never relinquished on their way to snapping a season-opening, two-game losing streak. Westbrook, making his season debut following offseason knee surgery, had 32 points for the Thunder (0-3). Oklahoma City was playing its home opener following road losses against Golden State and the Los Angeles Clippers. Sacramento's Iman Shumpert finished with a team-high 26 points while De'Aaron Fox contributed 22 points and 10 assists. Paul George had 29 points for the Thunder, who got 10 points and 14 boards from Steven Adams. Nuggets 100, Warriors 98 Gary Harris scored 28 points, Juancho Hernangomez blocked Damian Jones' last-second layup, and host Denver beat Golden State to improve to a Western Conference-best 3-0. Nikola Jokic had 23 points...

Aubameyang double inspires Arsenal comeback against Leicester

Super-sub Pierre-Emerick Aubameyang bagged two goals in three minutes to extend Arsenal's winning run with a 3-1 comeback victory over Leicester City at the Emirates on Monday. Leicester started stronger and Ben Chilwell forced the first goal of the game when his cross deflected off Arsenal defender Hector Bellerin and in past goalkeeper Bernd Leno in the 31st minute. But Arsenal grew into the game and captain Mesut Ozil equalised after he stroked in a left footed shot off the post to finish off a flowing move. Substitute Aubameyang then stole to show after he came on as a substitute in the 61st minute to ensure Arsenal stretched their winning streak in all competitions to 10 games. He was there to tap in to an empty net from another low Bellerin cross in the 63rd minute, and again finished a smooth team move orchestrated by Ozil in the 66th minute. Arsenal's next league game is away at Crystal Palace on Sunday, after they play Sporting in Lisbon on Thursday in the Europa League. Leicester City host West Ham on Saturday. Antonio Trillanes IV saw a glimmer of hope in the country's justice system on Monday when Judge Andres Soriano of the Makati Regional Trial Court (RTC) Branch 148 refused to order his arrest for coup d'tat after President Rodrigo Duterte voided his 2011 amnesty. «We want to thank Judge Soriano. Single-handedly, he upheld justice and the rule of law in our country despite the extreme pressure coming from the Duterte regime,» Trillanes told reporters after receiving a copy of the decision denying the petition of the Department of Justice (DOJ). «We now see that there is hope in our country. The Department of Information and Communications Technology (DICT) committed on Monday to wrap up a series of policies to further level the playingfield in the telco sector as it seeks to choose a challenger to incumbents PLDT Inc. and Globe Telecom by next month.   Chief among these were rules for the reallocation of valuable radio frequencies, including those held by PLDT and Globe, and a policy for sharing cell towers. These were expected to help the viability of an incoming third telco player and to reform dated regulations.   During an explanatory hearing chaired by Sen. Grace Poe on Monday, DICT acting secretary Eliseo Rio Jr. said the rules for the "equit...Keep on reading: DICT seeks level playing field for 3rd telco

Ronaldo defends himself against rape accusation

MANCHESTER, England --- Speaking publicly for the first time since being accused of rape, Cristiano Ronaldo defended himself against the allegation and said Monday he is confident the truth will come out in the case. The soccer superstar has been accused of rape in the United States. Kathryn Mayorga filed a civil lawsuit last month in Nevada claiming Ronaldo raped her in his Las Vegas hotel room in 2009. Police also reopened an investigation into the allegation at her request. Ronaldo's attorney, Peter S. Christiansen, issued a statement on Oct. 10 denying wrongdoing by his client. «I'm not going to lie in this situation,» Ronaldo said at a news conference ahead of a Champio...Keep on reading: Ronaldo defends himself against rape accusation

US warships sail through Taiwan Strait

WASHINGTON, United States -- Two US warships sailed through the Taiwan Strait on Monday, a military spokesman said, in a move bound to aggravate China amid heightened tensions with Beijing. The USS Curtis Wilbur and USS Antietam conducted a routine transit to demonstrate US commitment «to a free and open Indo-Pacific,» Colonel Rob Manning told reporters at a press briefing. It was the second time in the space of three months that American warships have conducted so-called «freedom of navigation» exercises in the 180-kilometer wide stretch of water. Multiple Chinese warships shadowed the two US vessels during the transit, following at a safe distance, defense officials told C...Keep on reading: US warships sail through Taiwan Strait

PARIS, France -- A new treatment for a drug-resistant strain of tuberculosis can cure more than 90 percent of sufferers, according to a trial hailed Monday as a «game changer» in the fight against the global killer. Doctors in Belarus -- a country with one of the highest rates of multidrug-resistant tuberculosis in the world -- spent months treating patients with a new drug, bedaquiline, alongside other antibiotics. The results, seen exclusively by AFP, were startling: Of the 181 patients given the new drug, 168 were totally cured. The World Health Organization says currently only 55 percent of people with multidrug-resistant tuberculosis are successfully treated. The Bel...Keep on reading: ‘Game changer’ tuberculosis drug cures 9 in 10
