In the Indian state of Jammu and Kashmir, an uprising against Delhi's rule has been ongoing since 1989. In June 2018, a UN human rights report on Kashmir called for establishing a commission of inquiry into multiple violations from both sides. Kashmir is a mountainous area the size of Germany, in the north-west of the Indian subcontinent, home to K2, the world's second-tallest mountain, and also narrow valleys and barren plateaus. Mode 5 refers to services which are incorporated into goods which are then traded across international borders. Unlike traditional services, Mode 5 services are not subject to the existing international trade regime under the WTO General Agreement on Trade in Services (GATS). Rather, they are subject to trade rules under the framework that governs trade in goods. As a consequence, trade in Mode 5 services is not fully liberalised, even though liberalisation would be in the best interest of international trade and the European Union. This report explores different avenues for including Mode 5 service commitments in multilateral trade agreements and free trade agreements, analyzing benefits and associated challenges. The broad conclusion is that while it may be possible to pursue Mode 5 options at the multilateral level, the most viable immediate strategy would consist in including such commitments in free trade agreements between the EU and its trading partners. The European Parliament regularly hosts the Euronest parliamentary assembly of the Eastern Partnership (EaP). Launched in 2011, the EaP is composed of the EU and its Member States, together with six of their eastern European neighbours: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. During their Riga summit in 2015, the partners in the EaP decided to focus on four areas: economic development and market opportunities; institutional capacity and good governance; connectivity, energy efficiency, environment and climate change; mobility and people-to-people contacts. Before the EaP's 2017 Brussels summit, the European Commission and the European External Action Service published '20 deliverables for 2020', a series of specific objectives that are being piloted by various partners and have to be achieved by the EaP countries by 2020. To facilitate this task, the two institutions also proposed to streamline the structure of the EaP, which the Brussels summit endorsed. In June 2018, the Euronest meeting in Brussels adopted a number of resolutions on the EU’s mediation in frozen conflicts, on foreign direct investment and on undeclared labour. Adopted on 17 July 1998, the Statute of Rome is the founding treaty of the International Criminal Court, which was set up to deal with the most serious crimes of international concern, namely genocide, crimes against humanity and war crimes. Its establishment has inspired much hope that the most horrendous crimes will no longer go unpunished and that its deterrent effect will significantly reduce their occurrence. The EU has been a strong supporter of the ICC system from the outset. Since it began operating in 2003, the Court has conducted investigations and trials in connection with some of the world's most brutal conflicts and has not shied away from investigating individuals at the highest level of power, such as presidents in office. It has developed extensive tools to protect its most important asset – the witnesses, who in many cases have faced intimidation, violence and even death. However the Court has also encountered difficulties and inherent limitations. The atrocities committed by groups such as ISIL/Da'esh have been out of reach for the Court's jurisdiction, which is limited to states parties' territories and their nationals, unless the Security Council specifically asks it to investigate. The refusal by some major powers such as the US, China and Russia to join, the lack of cooperation by some states parties such as South Africa, as well as recent defections or the threat thereof have also put strains on its global authority. The Court's effectiveness cannot be judged solely on the convictions it passes. The ICC is a court of last resort, and its impact on national judicial systems has also been significant. The Rome Statute itself has evolved. At the end of last year, the jurisdiction of the Court was extended to cover the crime of international aggression and new war crimes taking into account the latest technological developments. The impact assessment accompanying this proposal clearly explains the problems currently encountered, and proposes adequate solutions. The Commission used different sources to substantiate the impact assessment and also undertook several stakeholder consultation activities. However, it is not systematically indicated which stakeholder group prefers which specific option. At times the impact assessment displays a lack of quantification, about which the Commission is open. In order to improve the EU road safety and substantially reduce road deaths, several measures were taken at the EU level. A general policy document was adopted in 2010, when the European Commission published the Road Safety Programme 2011-2020. The current revision of the road safety management procedures was triggered by the fact that the progress in the reduction of road fatalities stalled and that the existing road security measures needed to be adapted to changes in mobility resulting from societal trends and technological developments. The impact assessment accompanying this proposal clearly explains the problems currently encountered, and proposes adequate solutions. The Commission used different sources to substantiate the impact assessment and also undertook several stakeholder consultation activities.
