Abylgaziev noted that Kyrgyzstan with great regret took the news about the consequences of the fire in the Cathedral of Notre Dame de Paris and expressed sincere words of sympathy to the French people. The prime minister highlighted the progressive development of Kyrgyz-French cooperation in the political, trade, economic, cultural and humanitarian fields. Abylgaziev stressed the importance of building up bilateral cooperation in the economic sphere, emphasizing, in particular, the need to intensify cooperation in the implementation of projects in the field of hydropower and the tourism industry, taking into account the country's great potential. Lemoyne said that business representatives arrived in Kyrgyzstan as part of their delegation to study the possibility of investing. He noted that France is ready to share experiences in the field of tourism development, efficient use of water resources, innovation and digitalization. Uzbekistan, S.Korea sign deals worth $12bn during Moon visit

South Korean President Moon Jae-in on Friday signed deals worth $12 billion with Uzbekistan during a week-long tour of Central Asia, as he seeks to ease reliance on China and the US. President of commodity-rich Uzbekistan Shavkat Mirziyoyev praised his country's «strategic partnership» with Seoul as the leaders signed documents following talks. Moon credited Mirziyoyev for «leading Uzbekistan into a new era» with a series of bold reforms. The nature of the deals were not specified during the press briefing. Trade between Uzbekistan and South Korea in 2018 was just over $2 billion. Uzbek leader Mirziyoyev is looking to break out from the economic straitjacket imposed by his late hardline predecessor Islam Karimov and encourage more foreign investment and trade. Karimov ruled Uzbekistan from before independence from the Soviet Union in 1991 until his death in 2016. Moon's office confirmed at the beginning of the week that economic affairs would dominate talks during his eight-day regional tour that began in gas-rich Turkmenistan and will finish in oil power Kazakhstan. But Moon also gave a nod to the cultural ties shared by the two countries when he referenced Uzbekistan's 180,000-strong ethnic Korean population in an interview with Uzbek state media on Thursday. In 1937, suspecting divided loyalties, Soviet dictator Joseph Stalin had the entire ethnic Korean population of the Russian Far East -- around 172,000 people -- transported to Central Asia on cattle trains. Stalin saw the Koreans as a threat, as the peninsula's colonial ruler Japan was hostile to the Soviet Union -- although some of the deportees were exiles fighting for independence from Tokyo. Moon thanked Uzbekistan, saying the country «warmly received citizens of Korean descent who lost their home more than 80 years ago,» in the interview. German plane arrives in Madeira to take home bus crash survivors

CANICO, Portugal (Reuters) - An air force medical plane from Germany landed on the Portuguese island of Madeira on Saturday to take home the injured survivors of a bus crash that killed 29 German tourists earlier this week. The bus veered off a steep road in the coastal town of Canico on Wednesday. The Portuguese driver and tour guide were among the 27 people hurt in the accident, which prosecutors are investigating. Eleven of the injured Germans have already been discharged from hospital and 12 will be flown home on the medical plane on Saturday. Another was transferred to Germany on Friday and one will stay in hospital in Funchal, Madeira’s capital, a hospital spokesman said. The driver and tour guide will also remain under observation in hospital, the spokesman added. Images taken by Reuters photographers on Saturday showed some of the injured being carried inside the plane on stretchers. The company that owned the bus said it was cooperating with authorities investigating the crash, which killed 17 women and 12 men. Many of them were pensioners, German newspaper Bild reported. Autopsies and post-mortem examinations have been concluded, Portugal’s Justice Ministry said in a statement and authorities are waiting for data including fingerprints and dental records in order to confirm the victims’ identities.

The meeting of the Kyrgyz Foreign Minister and Secretary of State under the Minister of Europe and Foreign Affairs of France took place in Bishkek. A meeting of the SCO-Afghanistan Contact Group is held in Bishkek as part of Kyrgyzstan’s chairmanship in the Shanghai Cooperation Organization, the press service of the Ministry of Foreign Affairs of the Kyrgyz Republic reported. The ministers of foreign affairs of Kyrgyzstan Chingiz Aidarbekov and Afghanistan Salahuddin Rabbani addressed the opening ceremony. The sides discussed issues of the current situation in Afghanistan, the process of inter-Afghan reconciliation, as well as the development of cooperation of the SCO member states with Afghanistan and other issues. One of the key issues of the meeting was the discussion of the draft roadmap for further actions by the SCO-Afghanistan Contact Group. The SCO - Afghanistan Contact Group was established in 2005, but its activities were suspended in 2009. The current meeting of the SCO-Afghanistan Contact Group is the third one, after resuming its activities in 2017. The previous meetings were held on Oct. 11, 2017 in the city of Moscow and on May 28, 2018 in the city of Beijing. In accordance with the established practice, the meeting is held at the level of deputy foreign ministers of the SCO member states and Afghanistan.

First official visit of Afghan Foreign Minister to Kyrgyzstan

At the invitation of Minister of Foreign Affairs of Kyrgyzstan Chingiz Aidarbekov, the first official visit of Minister of Foreign Affairs of the Islamic Republic of Afghanistan Salahuddin Rabbani to the Kyrgyz Republic took place on Apr. 18, 2019, the press service of the Ministry of Foreign Affairs of the Kyrgyz Republic reported. During the fruitful talks that took place in an open, friendly and constructive atmosphere, the foreign ministers of the two states appreciated the current level of relations between Kyrgyzstan and Afghanistan in the political, trade-economic, cultural-humanitarian and other fields. The ministers exchanged views and visions on the further development and strengthening of Kyrgyz-Afghan cooperation, as well as topical regional and international issues of mutual interest. The sides reaffirmed mutual support in strengthening the regional security system and jointly addressing the challenges of our time in order to establish peace as soon as possible in Afghanistan and in the region as a whole. During the talks, particular attention was paid to the issues of supporting the ethnic Kyrgyz of the Big and Small Pamirs of Afghanistan, and ways to further jointly build up cooperation in this area were discussed. Following the talks, Minister of Economy of the Kyrgyz Republic Oleg Pankratov and Foreign Minister of Afghanistan Salahuddin Rabbani signed an agreement on the establishment of a joint intergovernmental Afghan-Kyrgyz commission on trade and economic cooperation between the two governments. A Joint Statement was also adopted, which reflects the current state of Kyrgyz-Afghan relations and the prospects for the further development of bilateral cooperation between the states. After the signing ceremony, the foreign ministers of the two countries made a statement to the press. During the visit, the minister of foreign affairs of Afghanistan visited the Ata-Beyit Memorial Complex and laid flowers at the monument to the memory of those killed in the tragic events of 1916 (Urkun).

AJA Founder President: Shavkat Mirziyoyev played significant role in bringing peace to Central Asia

The President of South Korea Moon Jae-in is visiting Uzbekistan on April 18-21 to meet President Shavkat Mirziyoyev for the summit. It is the second summit between the two countries since November 2017. The parties are expected to sign several agreements during the meeting. It should be noted that the two countries have already reached an agreement on economic issues as Uzbek Deputy Prime Minister Elyor Ganiyev, who visited South Korea last March, met with Deputy Prime Minister of Korea for Economic Affairs Hong Nam-gi. The meeting held included joint research related to FTA, progress and expansion of Knowledge Sharing Program (KSP), support for the establishment of an agricultural education center and a chemical institute, and support for training plant engineers. Lee Sang-ki expresses hope that the upcoming summit will bring some solutions to this matter. “Both presidents of Korea and Uzbekistan are those who consider the communication with people as the most important priority. After president Mirziyoyev was inaugurated, he designated the next year as the year of interaction with people as well as improving human rights in an attempt to stay closer to people. President Moon has also communicated with people more than ever since he took the office. Moreover, president Moon developed a stepping stone for the peace of the Northeast Asia as well as for the peace of the world through putting a lot of efforts in talks with North Korea, which had been an obstacle to the peace of the world. The role that president Moon has been playing and the accomplishment of president Mirziyoyev made have something in common since president Mirziyoyev improved human rights and economy by setting free political prisoners and shutting down civilian inspecting institutions. The main results of the accession of the Kyrgyz Republic to the EAEU were the equipping of customs posts, checkpoints, improving the conditions of stay of labor migrants in Russia and Kazakhstan, equipping laboratories of the Kyrgyz Republic and certification bodies for inclusion in the Unified Register of the EAEU. The modernization of border veterinary and phytosanitary posts was carried out in accordance with the requirements of the EAEU. To date, 38 accredited laboratories of the Kyrgyz Republic and 16 certification bodies are included in the Unified Register of the EAEU, which issue documents, and they are equally recognized in the EAEU territory. UNITED NATIONS, April 18 (Xinhua) -- Around 500,000 children are estimated to be affected by violence across western Libya, said UN officials Thursday, as fighting intensifies in the capital Tripoli. Among them, nearly 1,800 children urgently need evacuation from areas under frontline fighting, while 7,300 children have already been displaced from their homes by the raging violence, said Henrietta Fore, UNICEF executive director, and Virginia Gamba, special representative of the secretary-general for children and armed conflict, in a joint statement. «Children trapped in conflict areas are at risk of running out of food and losing access to medical care. Green investment prioritized in Belt and Road cooperation

By OuyangJie, People’s Daily China is reinforcing cooperation on environment-friendly investment and green financing with financial institutions from multiple countries and regions, in an effort to curb carbon emission generated from infrastructure construction, and secure low-carbon and sustainable growth of countries along the Belt and Road. The Global Infrastructure Hub (GIH) predicted that by 2040, most of the investment demands on infrastructure would come from developing countries, especially the Belt and Road countries. Under such circumstances, China and its partners are now devoting to establishing anetwork for green investors under the Belt and Road framework, and offer more support for green industries. Last November, a set of green finance guidelines for the Belt and Road Initiative (BRI) was jointly issued by China’sGreen Finance Committee (GFC) and the City of London Corporation, and has been greeted by a number of global financial institutes since then. By mid-March this year, nearly 20 commercial banks, stock exchanges and industrial associations from the UK, France, Singapore and Pakistan have signed up to the principles. Many multilateral development banks, consulting firms and accounting firms also voiced their support. The principles incorporate low-carbon and sustainable development into the BRI, with an aim to enhance environmental and social risk management and encourage green investment under the Belt and Road framework. The Green Investment Principles include seven fundamental philosophiesin corporate governance, strategy-making, project management, communication with stakeholders, and the application of green financial instruments, covering three different levelsfrom strategy to operation and innovation. Global financial organizations and enterprises participating in the Belt and Road construction and investment are welcomed to adopt and implement these proposals on voluntary basis. “Green, low-carbon and sustainable development is an inherent nature of the BRI, and to achieve this goal needs greener investments,” said an official from the GFC. The construction and operation of infrastructure and buildings release massive greenhouse gases, the official noted, adding that the global pressure of climate change will be effectively alleviated if environment and sustainability are given more weight in this process. The GIH estimates that the world will need $94 trillion on infrastructure in 2040, most of which will come from developing countries, especially BRI participants. In addition, many Belt and Road countries and regions are still relying on extensive economic growth and suffering from severe air and water pollution, posing serious challenges for their sustainable development. “To reverse the situation, we need not only effective measures of environmental treatment, but also green financing instruments that change the incentive mechanism of resource allocation from the start of financing and investment, and make investment decision and implementation environment-oriented,” said the GFC official. Green financewill guarantee more capital flow into the green industries, as well as strict control of high-pollution and high-carbon investment, he added. To be specific, projects’ possible impacts on local ecosystem, environment and climate must be taken into full consideration before investment decisions are made.Effective measures must be taken to reduce pollution, control greenhouse gas emission and protect biodiversity. In addition, environmental risk analysis and green finance tools, such as green credit and loan, green bonds and insurance, should be given full play to facilitate green development, prevent the potential risks of environmental and climate factors, and improve return on investment. China will stay open and give full play to its role as an international finance center, and attract more international capital to join the Belt and Road construction in a green and sustainable manner. The initiators of the Green Investment Principles will establish a secretariat that offers services for the signatories, including a base for green projects under the Belt and Road framework, a carbon emission calculator for development and investment projects, and a knowledge sharing platform. Ma Jun, director of the GFC said that more financial institutes and enterprises are welcomed to support and sign the principles. A network for green investors will be set up by the secretariat to bolstertheir communication, improve risk control capability of member organizations, and create cooperation opportunities of green investment for member institutions, Ma vowed.

Featuring 234 items of relics, the exhibition displays the stories of cultural exchanges along the land and maritime Silk Roads. The exhibition aims to provide an opportunity for people across the world to share the diversity of human civilization, said Wang Chunfa, curator of the National Museum of China. By displaying the fusion of arts and skills of the countries along the Belt and Road, the exhibition promotes Silk Road spirit and reveals the future trend of the world – the building of a community of shared future for mankind, Wang remarked. The exhibition is divided into two sections: the land Silk Road and maritime Silk Road, introducing cultural relics from 13 countries including China, Cambodia, Japan, Kazakhstan, Latvia, Mongolia, Oman, Poland, Republic of Korea, Romania, Russia, Slovenia, and Tajikistan. The relics include both national historic treasures and exotic items that carry the history of trade and cultural exchanges along the ancient Silk Road. According to the exhibition, China started exchanges with the western Eurasia as early as in the prehistoric age. The artifacts of Turbino culture that originated from Russia are reliable evidences. They have been found multiple times in northwest China’s Gansu and Qianghai provinces as well as central China’s Henan province. The State Agency for Environmental Protection and Forestry (SAEPF) of Kyrgyzstan proposes to prohibit the production, import and sale of polymer film throughout the country, director of the SAEPF Abdykalyk Rusmatov told at a press conference at Kabar News Agency. He said that the State Agency has developed regulations in this direction. The State Agency offers several options for getting out of the situation. In particular, to completely prohibit the production, import and sale of plastic bags; or introduce an additional tax; or produce alternatives - biopackets; or to produce, import and sell polymer bags with a thickness of less than 20 microns (single-layer). “With a view to environmental and economic feasibility, the option of imposing a ban on the production, sale and import of plastic film bags more than 20 microns thick was chosen. However, the project is not signed by representatives of business communities who refer to the Union’s right to ensure the free movement of goods throughout the Eurasian Economic Union territory. For this reason, so far, SAEPF cannot promote this bill,” he explained. This year the action will be held under the motto “Save the habitats of plants and animals.” The goal of the international environmental campaign «March of Parks-2019» is to tell about the specially protected natural objects of the country and attract the attention of the public and young people to the preservation of the unique ecosystem and biodiversity of Kyrgyzstan. The action will take place in all regions of the country. 10 state nature reserves, 12 state natural parks and the Directorate of the Issyk-Kul Biosphere Territory will take part in it.
