Bishkek, Apr. 23, 2019. / Kabar /. 58 rooms of probation bodies have been opened in Kyrgyzstan, the press service of the State Service for Punishments Execution of the country reported. The local government administrations, city halls and local self-governments allocated office space to 58 territorial probation bodies. In order to improve the working conditions of the staff of the probation bodies, the issue of additional allocation of 42 office cabinets is currently being worked out by the State Penal Service. In addition, since the beginning of this year, 55 probation councils have been formed under local state administrations and city halls. To date, the first meetings have held 36 of the aforementioned formed councils on the results of activities for the first quarter of 2019 and discussed future tasks for the second quarter of this year.

Turkmenistan looks to digitize economy with help from Israeli company

A meeting with representatives of the Israeli company BlackSparc, specializing in IT-technologies, was held at the Union of Industrialists and Entrepreneurs of Turkmenistan (UIET), Trend reports with reference to the UIET. Israeli specialists made a presentation of their capabilities and opportunities of partner companies in the implementation of such systems as «smart city» and «digital state», the report says. In particular, the directions of using digital technologies in banking, healthcare, distant education, in the work of mobile operators and in the labeling of certain types of goods, in the fight against counterfeit products were considered. Representatives of the UIET, the companies «Akylly Tislimat» and «Imdat Electronika», as well as the leadership of the National Barcode Organization of Turkmenistan took part in the discussion of the prospects for cooperation. The meeting participants expressed interest in establishing mutually beneficial business contacts, the report said. The Concept of Development of Digital Economy for 2019-2025 is being implemented in Turkmenistan. According to the aforementioned concept, an «e-government» system is planned to be developed in Turkmenistan, which is expected to be organized in a fuel and energy complex, chemical industry, processing industry, construction, transport, telecommunications, medicine, textile industry and the agricultural sector. The new system is expected to allow for a quick and efficient supervision of the seasonal work, as well as provide the opportunity for continuous monitoring and operational decision-making at the level of the sectoral ministry, as well as the administration and agribusinesses. And there are cases when many of them choose the wrong way of life. “Today there is an acute problem of housing for graduates of orphanages, the construction of a social dormitory would allow them to adapt to society, prepare for independent living,” Kochkorov said. In addition, he announced that there are 17 social inpatient institutions in the Ministry’s system, in which the elderly and people with disabilities live, including children with disabilities. He said that the buildings are very old and require major repairs, and in this regard, he asked to consider the possibility of building new residential premises. Bishkek, Apr. 22, 2019. /Kabar/. The National Statistics Committee of the Kyrgyz Republic conducted a comparative analysis of prices of food products in the capitals of the countries participating in the Eurasian Economic Union (EAEU), based on average market prices in each of the cities. Calculations showed that the maximum average consumer prices for basic foodstuffs in March 2019 are observed in the city of Moscow. Thus, the cost of a grocery basket, which included one kilogram of beef, lamb, butter, potatoes and flour, as well as a dozen eggs and a loaf of bread in the Russian capital amounted to $ 30.41. In Bishkek, this list of products averages $ 16.4, in Nur-Sultan - $ 18.69, in Minsk, excluding lamb - $ 15.7. According to data of the ministry, in January-February of the current year in Kyrgyzstan, the average monthly nominal wage per employee (excluding small enterprises) was 15,226 soms, and increased by 4.6% compared to the same period last year. Based on the official exchange rate set by the National Bank of the Kyrgyz Republic, this amounted to $ 218.1. A brief analysis of the average wage in the CIS countries shows that the level of wages in US dollars in the Kyrgyz Republic is lower than in other countries. For example, 3 times less than in Russia, 2 times less than in Kazakhstan and Belarus, 1.5 times less than in Armenia. Thus, Kyrgyzstan takes the last place in terms of average wages among the EAEU countries.

Some 1.08% of protocols have been processed, which is almost 91,000 votes, an UNIAN correspondent reported. Reports were provided by polling stations from all regions except Zaporizhia, Cherkasy, Sumy, Chernihiv, Volyn, and Chernivtsi. Presidential candidate Volodymyr Zelensky leads with 70.36% in general at all the polling stations except for Lviv region. His rival, incumbent President Petro Poroshenko, has 27.29%, but his tally in Lviv region is 67%. Some 2.33% of ballot papers were recognized invalid. Meeting of SCO - Afghanistan Contact Group held in Bishkek

A meeting of the SCO-Afghanistan Contact Group is held in Bishkek as part of Kyrgyzstan’s chairmanship in the Shanghai Cooperation Organization, the press service of the Ministry of Foreign Affairs of the Kyrgyz Republic reported. The ministers of foreign affairs of Kyrgyzstan Chingiz Aidarbekov and Afghanistan Salahuddin Rabbani addressed the opening ceremony. The sides discussed issues of the current situation in Afghanistan, the process of inter-Afghan reconciliation, as well as the development of cooperation of the SCO member states with Afghanistan and other issues. One of the key issues of the meeting was the discussion of the draft roadmap for further actions by the SCO-Afghanistan Contact Group. The SCO - Afghanistan Contact Group was established in 2005, but its activities were suspended in 2009. The current meeting of the SCO-Afghanistan Contact Group is the third one, after resuming its activities in 2017. The previous meetings were held on Oct. 11, 2017 in the city of Moscow and on May 28, 2018 in the city of Beijing. In accordance with the established practice, the meeting is held at the level of deputy foreign ministers of the SCO member states and Afghanistan.

First official visit of Afghan Foreign Minister to Kyrgyzstan

Bishkek, Apr. 18, 2019. / Kabar /. At the invitation of Minister of Foreign Affairs of Kyrgyzstan Chingiz Aidarbekov, the first official visit of Minister of Foreign Affairs of the Islamic Republic of Afghanistan Salahuddin Rabbani to the Kyrgyz Republic took place on Apr. 18, 2019, the press service of the Ministry of Foreign Affairs of the Kyrgyz Republic reported. During the fruitful talks that took place in an open, friendly and constructive atmosphere, the foreign ministers of the two states appreciated the current level of relations between Kyrgyzstan and Afghanistan in the political, trade-economic, cultural-humanitarian and other fields. The ministers exchanged views and visions on the further development and strengthening of Kyrgyz-Afghan cooperation, as well as topical regional and international issues of mutual interest. The sides reaffirmed mutual support in strengthening the regional security system and jointly addressing the challenges of our time in order to establish peace as soon as possible in Afghanistan and in the region as a whole. During the talks, particular attention was paid to the issues of supporting the ethnic Kyrgyz of the Big and Small Pamirs of Afghanistan, and ways to further jointly build up cooperation in this area were discussed. Following the talks, Minister of Economy of the Kyrgyz Republic Oleg Pankratov and Foreign Minister of Afghanistan Salahuddin Rabbani signed an agreement on the establishment of a joint intergovernmental Afghan-Kyrgyz commission on trade and economic cooperation between the two governments. A Joint Statement was also adopted, which reflects the current state of Kyrgyz-Afghan relations and the prospects for the further development of bilateral cooperation between the states. After the signing ceremony, the foreign ministers of the two countries made a statement to the press. During the visit, the minister of foreign affairs of Afghanistan visited the Ata-Beyit Memorial Complex and laid flowers at the monument to the memory of those killed in the tragic events of 1916 (Urkun).

The President of South Korea Moon Jae-in is visiting Uzbekistan on April 18-21 to meet President Shavkat Mirziyoyev for the summit. It is the second summit between the two countries since November 2017. The parties are expected to sign several agreements during the meeting. It should be noted that the two countries have already reached an agreement on economic issues as Uzbek Deputy Prime Minister Elyor Ganiyev, who visited South Korea last March, met with Deputy Prime Minister of Korea for Economic Affairs Hong Nam-gi. The meeting held included joint research related to FTA, progress and expansion of Knowledge Sharing Program (KSP), support for the establishment of an agricultural education center and a chemical institute, and support for training plant engineers. South Korea, in particular, plans to help Korean companies participate more in infrastructure development projects in Uzbekistan. According to Asia Journalist Association (AJA) Founder President Lee Sang-ki, Shavkat Mirziyoyev and Moon Jae-in have several things in common. “President Mirziyoyev is a peace-driver of Central Asia and President Moon Jae-in is a peace driver of Northeast Asia. These two presidents are the same in that they became a president as fate. President Mirziyoyev took the office as the former president Karimov passed away suddenly while president Moon got elected after the former president Park Geun-hye was impeached. In addition to it, both countries have shared the same fate of the ethnic Koryeo that has been in touch since 100 years ago,” AJA Founder President said. In Uzbekistan, there are approximately eighty thousand people who had to leave Korea in order to fight against Japan for independence. Many descendants of them are eager to work in Korea in which their parents and grandparents used to live. Lee Sang-ki expresses hope that the upcoming summit will bring some solutions to this matter. “Both presidents of Korea and Uzbekistan are those who consider the communication with people as the most important priority. After president Mirziyoyev was inaugurated, he designated the next year as the year of interaction with people as well as improving human rights in an attempt to stay closer to people. President Moon has also communicated with people more than ever since he took the office. Moreover, president Moon developed a stepping stone for the peace of the Northeast Asia as well as for the peace of the world through putting a lot of efforts in talks with North Korea, which had been an obstacle to the peace of the world. The role that president Moon has been playing and the accomplishment of president Mirziyoyev made have something in common since president Mirziyoyev improved human rights and economy by setting free political prisoners and shutting down civilian inspecting institutions. President Mirzyoyev has played significant role in bringing peace to Central Asia by interacting with its neighbor countries such as Russia, China, Turkey, etc.” Lee Sang-ki added. It is noteworthy that AJA highly appreciated president Mirziyoyev’s efforts and singled out him as the Man of The Year 2018. The awarding ceremony will take place in late May in Tashkent.
