SHANGHAI (Reuters) - Senior Chinese and U.S. trade officials spoke by telephone on Monday ahead of talks between Chinese President Xi Jinping and U.S. President Donald Trump set for later this week, as the world’s two largest economies remain locked in a tariff war. Trump and Xi are expected to meet on the second day of the Friday-Saturday Group of 20 summit in Japan, the first face-to-face meeting for the leaders since trade talks broke off in May. Chinese Vice Premier Liu He held a phone conversation with U.S. Trade Representative Robert Lighthizer and U.S. Treasury Secretary Steven Mnuchin, China’s Ministry of Commerce said in a statement posted to its website on Tuesday morning. During the call the Chinese and U.S. officials exchanged opinions on trade in accordance with the instructions of the two countries’ heads of state, and agreed to maintain communications, the statement said. China’s official Xinhua News Agency said on Tuesday that the call took place at the request of U.S. officials. Draft law on internal trade in Kyrgyzstan submitted for public discussion

Bishkek, June 25, 2019. /Kabar/. The draft Law “On internal trade in the Kyrgyz Republic", initiated by eleven deputies of the Parliament, has been submitted for public discussion since June 24, 2019. The need to develop a new wording of the Law has arisen for a number of reasons. The current Law “On internal trade” was adopted in 2002. Law enforcement practice shows that most of the provisions of the law have declarative character. The Law contains a minimum conceptual framework. Many of the key terms are either absent from the law or disclosed in secondary legislation. Despite the growth of retail chains in Kyrgyzstan, their development also entails some negative phenomena. One of them is the unequal status and unfair conditions of interaction between suppliers of goods and trade networks. Trade networks, using their position, may dictate unequal and unfair conditions to their partner suppliers under contracts for the supply of goods. As the world practice shows the unequal and unfair practices of trading networks have a direct impact on reducing the willingness of suppliers to invest in new products or new production processes, which ultimately has a negative impact on buyers and the economy of the country as a whole. The draft Law proposes to regulate relations between retail chains and suppliers of goods in order to create and maintain an economic balance between these subjects of trade activity and the harmonious development of internal trade in the Kyrgyz Republic. The draft law includes the revised norms of the current legislation on internal trade, aimed at systematization and structuring of legal norms, and filling in the gaps of legal regulation.

Bishkek, June 25, 2019. /Kabar/. Creation of a specialized housing stock for orphans and disabled people is planned in Kyrgyzstan, Deputy Prime Minister Altynay Omurbekova told journalists before the start of the National Forum, dedicated to the 30th anniversary of the United Nations Convention on the Rights of the Child. A draft Government decree on the creation of a specialized housing stock has been developed. "This is a fund where funds will be accumulated from various sources, including the construction of social housing. In addition, we are initiating a norm on the mandatory availability of a quota for the provision of housing to two categories: orphans and disabled people of the first group,” she said. The official informed that the draft Law is under approval. Clear mechanisms should be defined: activity of the housing stock, what housing will be accumulated, etc. There is need to make all the necessary amendments to the laws and legal acts and further the work on the creation of the stock will be started.

Bishkek, June 25, 2019. /Kabar/. “Our ancestors never allowed child abuse,” Kyrgyz President Sooronbay Jeenbekov said at the National Forum, dedicated to the 30th anniversary of the United Nations Convention on the Rights of the Child and 25th anniversary of Kyrgyzstan’s accession to the Convention. “We are a society that has treated children with love and tenderness for centuries. We still have good indicators for child protection in Kyrgyzstan today,” President Jeenbekov said. Kyrgyzstan is one of 62 countries that have achieved the Millennium Development Goal of reducing child mortality by more than two thirds. The early childhood development index has exceeded 72%. Pre-primary education covers 64 %of children under 5 years of age. The participation rate in pre-primary organized education has reached 91 per cent. “We improve the legal framework for the protection of children's rights. The norms of the Constitution of the Kyrgyz Republic provide special guarantees for the protection of families and children. No one may be discriminated against on the basis of sex, race, language, disability, ethnicity, religion, age, political convictions, education, property or other status, as well as other circumstances. Every child has the right to a standard of living necessary for his or her physical, mental, spiritual, moral and social development,” he said. The Kyrgyz President noted the responsibilities of public authorities and organizations working in the field of children's rights are clearly defined. “There are shortcomings related to the lack of social services. Elements of corruption in the social protection system, adoption, guardianship and trusteeship have not been eradicated. The number of cases of exposure of vulnerable children to violence and humiliation is growing in society. We must take decisive measures. State bodies, local governments, non-governmental organizations, and local communities must work together to change the situation for the better,” Jeenbekov said.

The sides discussed the current state and development prospects of Kyrgyz-Austrian cooperation, the press service of the President of Kyrgyzstan reported. The Kyrgyz leader noted Ingo Appe’s official visit will contribute to the deepening of joint cooperation between the two countries. Bishkek, June 24, 2019. /Kabar/. 26 days against torture information campaign is being conducted in Kyrgyzstan, Dinara Sayakova, the Deputy Director of the National Centre for the Prevention of Torture told during the press conference at Kabar News Agency. According to her data, the 26 days against torture information campaign, dedicated to the 7th anniversary of the National Centre for the Prevention of Torture, the 35th anniversary of the United Nations (UN) Convention against Torture and the UN International Day in Support of Victims of Torture has been launched in Kyrgyzstan on June 1. Since the beginning of the campaign, the National Centre has conducted a number of preventive visits to closed institutions in cooperation with the local administration in order to check the conditions of detention and 18 institutions have been inspected. “Photo exhibitions of victims of torture, as well as a debate tournament among students were held in capital’s universities on June 17-24. A number of events dedicated to these dates were conducted in the territorial offices of the National Centre,” the deputy director said. The “Kyrgyzstan on the Way to Eliminate Torture: Problems, Achievements and Prospects" international conference with the participation of heads of ministries and law enforcement agencies and international experts will be held in Bishkek on June 26. The campaign is carried out within the framework of the Supporting the State and Civil Society efforts in combating Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in Kyrgyzstan project, implemented by the Penal Reform International office in the Kyrgyz Republic with the financial support of the European Union.

The 32-nd regional conference of the Food and Agriculture Organization of the United Nations (FAO) for Europe will be held in Uzbekistan on May 5-7, 2020, Trend reports with reference to the press service of the Ministry of Agriculture of Uzbekistan. NCPT conducts more than 5 thsd preventive visits over past 7 years

Bishkek, June 24, 2019. /Kabar/. The National Center for the Prevention of Torture has conducted more than 5,000 preventive visits over the past seven years, Dinara Sayakova, the Deputy Director of the National Center told during the press conference at Kabar News Agency. For all the activities of the National Centre, more than 5,000 preventive visits have been conducted since 2013. Of these, 55 per cent were in institutions subordinate to the Ministry of Internal Affairs and 24 per cent in the State Service of Punishment and Execution (SSEP). She also added that that in 2018, the NCPT has received 238 complaints, of which 138 were for torture and 32 for ill-treatment. The deputy director noted that most of the complaints accounted for police officers. “27 applications of torture and 14 allegations of ill-treatment were received in five months of 2019. I would like to note that last year 31 acts of such violations were drawn up and sent to the prosecutor's office,” the deputy director said.

There is need to create sheep breeding projects in Kyrgyzstan, Aziza Yuldasheva, the Director of the Association of Agribusiness Jer Azygy told during the first meeting of the Committee on Industry and Entrepreneurship under the National Council on Sustainable Development of the Kyrgyz Republic with the participation of President Sooronbay Jeenbekov. She noted that wool is in great demand among artisans and woolen goods companies. “Vivatex company, located in Tokmok sells woolen products in Uzbekistan, Russia and America. First Deputy Prime Minister Kubatbek Boronov, Parliament members, and Director of the State Agency for Environmental Protection and Forestry of the Kyrgyz Republic Abdykalyk Rustamov took part in the forum, the press service of the Ministry of Foreign Affairs reported. The program of the Forum included a set of discussion events on climate change and biodiversity, waste management, water and air pollution, as well as discussion of the efforts of participating countries to address this global agenda, exchange of experience and know-how. We try to implement it via modem, but the Internet is unstable and not fast, so we still have to work by filling in all the documentation manually,” Toktorbai Kadyrakunov said. Following the visit, the minister instructed to urgently strengthen the implementation of e-Health, as in the near future they will have to issue electronic prescriptions with preferential treatment, and in general, the digitalization greatly facilitate the work of doctors and nurses.

Deputy PM Razakov takes part in EEC Council meeting

Bishkek, June 22, 2019 /Kabar/. Deputy Prime Minister of the Kyrgyz Republic Jenish Razakov took part in the meeting of the Council of the Eurasian Economic Commission (EEC) in Minsk, Belarus with the participation of deputy prime ministers of the Eurasian Economic Union (EEU) member states and Chairman of the EEC Board Tigran Sargsyan, the Government’s press service reported. The agenda of the Council meeting included 28 issues related to the development of integration, cooperation in trade, international cooperation, admission of citizens of EEU member states to work as drivers, customs cooperation, industry, marking of goods, as well as the issue of public (municipal) procurement. The Digital service “EEU Counterparty” project was discussed and the plan of measures on development of jewelry industry of the EEU member states was considered. In addition, the participants of the meeting considered the draft Agreement on Free Trade Zone between the EEU and the Republic of Serbia, the draft Agreement on the principles of tax policy in the field of excise duties on alcoholic beverages of the EEU member states. The deputy prime ministers also decided to send the draft Agreement on the principles of tax policy in the field of excise duties on tobacco products of the member states of the Integration Association to domestic procedures. The participants discussed the issue of norms of distribution of import customs duties between the budgets of the EEU member states. They decided to continue the work on the methodology for calculating the standards for the distribution of import customs duties, with the fixation of existing standards for the Republic of Armenia and the Kyrgyz Republic. The members of the Council approved the agenda of the meeting of the Eurasian Intergovernmental Council, which will be held on Aug. 9, 2019 in Cholpon-Ata town (Kyrgyzstan). The Eurasian Economic Commission (EEC) is the executive body of the Eurasian Economic Union (EEU) responsible for implementing decisions, upholding the EEU treaties and managing the day-to-day business of the EEU. The main task of the Eurasian Economic Commission is to ensure the functioning and development of the EEU, and to prepare proposals for its further integration.

Ambassador: US supports diversification of Turkmen gas export markets

The US will render assistance to the diversification of the Turkmen gas export markets, US Ambassador Matthew S. Klimow said. Klimow, who will soon head the US diplomatic mission in Turkmenistan, made the remarks in the Senate, Trend reports referring to Turkmengas state concern, citing The Diplomat. He stressed that he will make every effort to promote the diversification of the Turkmen gas export markets across the Caspian Sea, as well as in South Asia. As reported, the White House supports regional gas pipeline projects in which Turkmenistan is involved, such as TAPI (Turkmenistan-Afghanistan-Pakistan-India) and the Trans-Caspian gas pipeline project through Azerbaijan and Turkey to Europe. The diplomatic relations between the two countries were established on February 19, 1992. The legal base consists of 59 documents, 53 of which are interstate and intergovernmental documents and six are interdepartmental documents. Within this period, the relations were established with the companies operating in such spheres as the oil and gas and chemical industries, computer technology, energy, agriculture, transport and logistics. Among these companies are Boeing, General Electric, John Deere, Microsoft, Caterpillar and Coca-Cola. The Turkmen-US Business Council was formed in 2008. As of May 1, 2018, 156 projects were registered in Turkmenistan with the participation of US companies totaling to $2,573.43 million and 0.3 million euros.

Inflow of direct foreign investments in Kyrgyzstan increases by 48.9% - Statistics Committee

Bishkek, June 21, 2019. /Kabar/. Inflow of foreign direct investment in Kyrgyzstan in January-March 2019 has increased by 48.9% and amounted to $176.7 million compared to the same period in 2018. At the same time, the inflow exceeded the outflow level by $6.9 million, the press service of the National Statistics Committee reported. The bulk of foreign direct investment (over 92%) in geological prospecting, mining, information and communications, wholesale and retail trade, manufacturing, financial intermediation and insurance increased by an average of about 3.6 times for each indicator. Investments in manufacturing enterprises decreased by 6.0 times. Foreign direct investment inflows from non-the Commonwealth of Independent states (CIS) countries increased by 1.5 times compared to January-March 2018. China (69.8 % of total foreign direct investment inflows), the Netherlands (7.6 per cent), the United Kingdom (4.3 per cent), Turkey (3.3 per cent) and Switzerland (3.0 per cent) accounted for the largest share of total foreign direct investment inflows. The investment from the CIS countries increased by 6.9% compared to January-March 2018 due to the growth of investments from Russia by 1.9 times and from Uzbekistan - by 18.5%. Investments from Kazakhstan decreased by 1.5 times. Compared to the first quarter of 2018, the investment in Jalal-Abad Oblast increased by 12.5 times, in Bishkek - by 21.0%, while the inflow of investment in other regions decreased. The outflow of foreign direct investment in January-March 2019 decreased by almost a third compared to January-March 2018 and amounted to $169.8 million. The structure of foreign direct investment in comparison with the relevant period of 2018 showed a decrease in the outflow of all components, except for reinvested profit. Outflow of foreign direct investment to non-CIS countries decreased by 24.6 % compared to January-March 2018. The outflow of foreign direct investment to the CIS countries decreased by 3.3 times due to the reduction of investment outflow to Kazakhstan (by 5.2 times), while their outflow to Russia increased by 14.9%. Decrease in the outflow of foreign direct investment in comparison with January-March 2018 was observed in Jalal-Abad and Osh oblasts, as well as in Bishkek.

The issues of receipt of tax revenues, execution of the expenditure part of the republican budget, increasing the efficiency of expenditure of budgetary resources of the country and financial support of judicial and legal reform were considered, the President’s press service reported. The finance minister presented information on the current situation in the field of public finance management. She noted that there are no backlogs on protected articles. Projects to implement judicial and legal reform and the digitalization of the country are being funded in a timely manner. Financial means are allocated for the construction and repair of 3 km of roads in each district center of the republic. Besides, the minister said wage increases of secondary school teachers planned throughout 2019. She noted that there is a lag in tax and customs duties to the republican budget. The President stressed that efficient, responsible and transparent management of public finances should become one of the foundations for sustainable economic growth of the country. He also emphasized the need for timely and prompt allocation of funds to the State Mortgage Company so that it could resume the issuance of mortgage loans to the population. In addition, he stressed the need to take appropriate measures to follow up on the results of the first half of the year with regard to those public authorities that do not fulfill the plan on budget fees.

Minsk European Games to kick off with grand opening ceremony on 21 June

MINSK, 21 June (BelTA) – The 2nd European Games will officially begin in the Belarusian capital of Minsk on 21 June. The games will feature some 4,000 of the continent's best athletes from 50 countries, BelTA has learned. Belarus has never hosted such a large-scale sports event before. Viewers from Europe, Asia, Africa, North and South America, a total of 500 million worldwide, will tune in to watch competitions in 15 sports. A spectacular and colorful opening ceremony will give start to the 2nd European Games at 20h00 on 21 June. The ceremony will feature several artistic blocks, each highlighting a particular theme: traditions and legends, medieval Belarus, the country's prominent writers. The opening ceremony was staged by an international group of experts who took a different look at the historical events through a contemporary lens. Viewers will be able to see the augmented reality effects using the Opening Ceremony AR Minsk 2019 special app. The European Games opening ceremony will feature Russian opera singer Anna Netrebko and Kazakh pop singer Dimash Kudaibergen. One of the draws of the opening ceremony will be the lighting of the 2nd European Games cauldron. The Flame of Peace for the 2nd edition of the European Games was lit at the Ara Pacis Museum in Rome on 3 May. The torch relay lasted for 50 days and covered more than 7,000km. On its way to Minsk, the flame was brought to Europe's highest point, Mont Blanc, and travelled through Slovenia, Austria, Hungary, the Czech Republic, Slovakia and Poland. In Belarus, the torch was carried across Brest Oblast, Grodno Oblast, Vitebsk Oblast, Mogilev Oblast, Gomel Oblast and Minsk Oblast. The 2nd European Games is a significant sports and cultural event for Belarus. These are the industrial indicators, the issues of attracting investments into the regional economy, the launch of idle enterprises. Heads of local authorities and relevant territorial structures of state bodies need to intensify their work in these areas. Regions heads should not take the position of observers, as they bear personal responsibility for the development and welfare of their territories,» he stressed. Following the results of the meeting, the relevant public authorities were instructed to intensify the work to ensure the execution of the budget revenues, as well as to make proposals to improve the social and economic situation in the regions in the first 6 months of 2019.

Tashkent hosts discussions on customs cooperation among Central Asian countries

The work in the framework of the Customs Cooperation Council’s program for 2019-2020, as well as the issues of technical support of the Asian Development Bank (ADB) for the implementation of advanced innovations in the participating countries are discussed at the 18th meeting of the Customs Cooperation Committee as part of the Central Asian Regional Economic Cooperation (CAREC) program, UzA news agency reported. Special attention was paid to the issues of introduction of a unified information system between customs services of CAREC member states. Anvar Asamov, First Deputy Chairman of the State Customs Committee of Uzbekistan, said this initiative provides for the introduction of a unified window system of CAREC member states. “Through a single information system, customs authorities will be aware in advance of goods and vehicles entering across national borders. This ensures the rapid passage of entrepreneurs across the border, will make it possible to reduce financial costs,” he said. The event was attended by a delegation of customs services from Afghanistan, Azerbaijan, Georgia, Kazakhstan, China, Kyrgyzstan, Mongolia, Pakistan, Tajikistan, Turkmenistan and Uzbekistan, as well as representatives of the World Customs Organization and the ADB. CAREC was launched in 1997 at the initiative of the ADB to further expand regional and multilateral cooperation among Asian countries. To date, 11 countries are participants in it. Apart from modernization of customs control and clearance processes, CAREC program also covers improvement of control points, border services, development of road, rail and air transport. Uzbekistan is chairing CAREC this year.
