Thu, 2019-05-23 17:03 RIYADH: The Royal Saudi Air Defense Forces destroyed a bomb-laden drone launched by the Houthis towards Najran airport, Saudi Press Agency reported on Thursday.  Arab coalition spokesperson Col. Turki Al-Maliki said the drone was intercepted and destroyed at 1.46 p.m. on Thursday.  Al-Maliki said the Houthis “attacked a civilian airport” and warned of a “response”. On Monday, the forces also intercepted two missiles over Makkah province, which were launched by the Houthis. Reports said the missiles were aimed at Makkah and Jeddah. Volumes remained buoyant as a total of €0.48 million worth of shares changed hands. International Hotel Investments plc extended its recent rally as the equity added a further 1.3% to the €0.81 level (the highest since June 2015) across 81,942 shares. IHI is due to hold its AGM on 13 June. Shareholders as at close of trading on 26 June are entitled to receive a net dividend per share of €0.02. Also among the large companies, GO plc ended 0.5% higher at the €4.28 level after strongly recovering from an intra-day low of €4.02 (-5.6%). A total of 15,817 shares traded. GO is scheduled to hold its AGM on Tuesday 28 May. In the property segment, Malta Properties Company plc regained the €0.62 level across 78,500 shares. The company will be holding its AGM on 11 June. Close to half of those placed on probation last year had been found guilty of theft or fraud-related crimes, a new Council of Europe study shows. Published earlier this week, the annual penal statistics – commonly referred to as SPACEII –give an insight into probation trends across Europe. The data on Malta showed that the majority of those who were put on probation in the year under review, 48.4 per cent, had committed so-called offences against property.  Such crimes usually involve thefts, fraud, arson or even blackmail. This figure translates to about 304 people. Coming closely behind were those found guilty of offences against people – 31.1 per cent of those on probation.  This was followed by 12.4 per cent for drug offences and 1.8 per cent for road traffic offences. A further 6.4 per cent had committed “other offences”. According to the study, there were 1,031 people under the supervision of probation officers in the period reviewed. The data also indicated that 6.2 per cent of those put on probation were minors and 2.5 per cent were women. No foreigners had been put under the supervision of probation agencies. Bishkek, May 23, 2019. /Kabar/. President of the Kyrgyz Republic Sooronbay Jeenbekov today, on May 23 met with Suma Chakrabarti, the Head of the European Bank for Reconstruction and Development (EBRD), the President’s press service reported. The sides exchanged views on the prospects of cooperation in the implementation of development projects, including the modernization and construction of water facilities and the expansion of irrigation networks across the country. They also discussed the possibility of providing technical support within the framework of the regional development policy. The head of state noted the active role of the EBRD in the implementation of various infrastructure projects in the country and expressed gratitude for the provided assistance. “The Bank's activities contribute to the growth of the level of citizens’ well-being. Joint efforts are being made to implement projects in the field of energy, providing clean drinking water, support private enterprise, and strengthening of the country's financial sector. Implementation of 249 investment projects for the amount of USD 20 billion is planned within the framework of the country’s National Development Strategy till 2040 to reduce unemployment and migration,” President Jeenbekov stressed. He noted the importance and necessity of the Forum “Clean Water for the Regions” for the country, which was held today in Bishkek with the participation of Jeenbekov and Chakrabarti. “The provision of clean water for the country is a priority area of my program. We will provide all regions of the country with clean water in the next five years. Of course, the Bank's assistance in implementing these projects is invaluable,” Sooronbay Jeenbekov said. The Head of EBRD expressed the Bank's readiness to support projects in Kyrgyzstan and increase the amount of investment. “A lot of work on development and improving the lives of the population has been done in Kyrgyzstan. The investment climate in the country has been significantly improved. We supported about 200 projects worth USD 800 million. The EBRD annually allocates about EUR 15 million to support projects in Kyrgyzstan, but is ready to increase investments to EUR 100 million a year. Bishkek, May 23, 2019. /Kabar/. Representatives of mass media of the Shanghai Cooperation Organization (SCO) countries and journalism faculty’s students of the leading universities of Kyrgyzstan met in Bishkek. During the meeting, the speakers discussed the prospects of media partnership development in the SCO space, as well as shared knowledge and experience with future colleagues, answering their questions. Nurjigit Kadyrbekov, the Deputy Minister of Culture, Information and Tourism of the Kyrgyz Republic opening the discussion platform, warmly welcomed the guests, noting their professionalism and importance in the general information field. “Journalists are considered to be representatives of the most influential sphere in the era of informatization. President of Kyrgyzstan Sooronbay Jeenbekov expressed gratitude to the international development partners for their assistance in the implementation of clean water projects at the Forum “Clean Water for the Regions.” The President expressed gratitude to the World Bank, the Asian Development Bank, the European Investment Bank, the Islamic Development Bank, the Saudi Fund for Development, the Qatar Charitable Foundation, AL-SAFA and Al-Salam Foundations for their support in providing clean drinking water to rural areas. Sooronbay Jeenbekov stressed that decisive steps have been taken in this direction over the past two years. The National Development Strategy of the Kyrgyz Republic was adopted, where the issue of providing the population with clean drinking water was identified as a priority. The Government was tasked with providing 100% of the country's population with clean drinking water by 2023. Also the President noted that funds allocated for clean water projects should be used rationally, without repetition of corrupt practices that took place during the first phase of the Clean Water project. The Head of state said that one of the most acute problems at present is the preservation of the water supply systems that have already been built and put into operation. In this regard, Sooronbay Jeenbekov stressed that the issue of providing every village with clean water will be under his personal control. All state bodies related to this issue should take personal responsibility for the quality of water supply systems.

Cooperation plan to integrate people with disabilities into civil service signed in Bishkek

Bishkek, May 23, 2019. /Kabar/. The Sate Personnel Service of the Kyrgyz Republic and the Organization for Security and Cooperation in Europe (OSCE) signed cooperation plan for the integration of persons with disabilities into the civil service. Acting Director of the Personnel Service Bakytbek Sagynbayev and Head of the OSCE Programme Office in Bishkek Ambassador Pierre von Arx signed an interaction plan for 2019 aimed at promoting an inclusive environment and protecting the rights and opportunities of persons with disabilities in the public and municipal services, the press service of the State Personnel Service reported. The cooperation plan includes modernization of the material and technical equipment of the Testing centers for competitions with participation of people with disabilities, development of manuals on preparation for testing for vacant positions, training of employees of personnel management services of state agencies in the skills of holding a competition among people with disabilities, etc. The head of the State Personnel Service expressed gratitude to the Ambassador for the support of the Service’s initiatives to promote the rights and opportunities of people with disabilities, and also confirmed his commitment to ensuring the inclusiveness of the state and municipal services. Pierre von Arx noted that the Office will continue to support the Kyrgyz State Personnel Service in its efforts to integrate people with disabilities into the civil service.

EBRD to provide EUR 13 mln to Kyrgyzstan for implementation of two projects

Bishkek, May 23, 2019. /Kabar/. The Kyrgyz government and the European Bank for Reconstruction and Development (EBRD) signed two new agreements for a total amount of over EUR 13 million in Bishkek. Minister of Finance Baktygul Jeenbayeva and Head of EBRD Summa Chakrabarti signed the documents during the Forum “Clean Water for the Regions” These agreements are: -Agreement on rehabilitation of water supply systems in Myrza-Ake, Kurshab and Don-Bulak local governments (Osh Oblast); - Agreement on improvement of water supply system in Jalal-Abad town. Under the first Agreement a loan of EUR 2 million from the EBRD and a grant of EUR 3 million from the European Union are envisaged to support the primary improvements in the water supply of three villages of Osh Oblast: Myrza-Ake, Kurshab and Don-Bulak, where more than 80,000 people live. According to the second Agreement, the EBRD's financial package includes a loan of EUR 4 million and a grant of EUR 4.1 million to finance the second phase of the water project in Jalal-Abad. Loans are granted for a period of 15 years.
