Sun, 2019-02-17 13:32 DUBAI: State-owned Saudi Arabian Military Industries (SAMI) and France’s Naval Group signed a memorandum of understanding Sunday, said Al-Arabiya. Reuters said Paris and Riyadh agreed to manufacture warships, frigates, and submarines in Saudi, Al-Arabiya added. The parties also agreed to produce and develop naval systems. The Saudi 2030 Vision is highly reliant on the contribution of SAMI to the GDP. According to the vision, the plan is to nationalize 50% of the military spending, and increase the contribution of the private sector to the GDP by 40-65%. Public Investment Fund of Saudi Arabia expects SAMI to contribute almost $240 million to the national GDP by 2020, and to create 5,000 new jobs. SAMI is set to become one of the top 25 manufacturers in the military industry globally, combining latest technologies and best expertise to produce military equipment according to international standards and aid the development of the Saudi army. The company’s strategy is based on implementing best practices from extensive studies in the industry, and collaborating with national and international partners. SAMI designed their areas of operation to increase profitability and nationalization of the industry. Prime Minister Khan broke protocol by personally driving the Saudi royal from the Nur Khan Airbase in Rawalpindi on the outskirts of the capital city of Islamabad. The trip, the crown prince's first to the country since he became the heir-apparent in April 2017, is being seen by Pakistan as one of the most important state visits in recent memory. It is aimed at boosting bilateral ties, long defined by security and defense deals, by expanding economic cooperation and sealing several investment deals. During the visit, Pakistan and Saudi Arabia are expected to sign memoranda of understanding (MoUs) in various sectors including investment, finance, power, renewable energy, internal security, media, culture, and sports. Deals of over $20 billion will be signed, information minister Fawad Chaudhry told Arab News on Sunday. The crown jewel in the investments is a $10 billion refinery and petrocomplex to be set up in the port of city of Gwadar in southwestern Pakistan.  Pakistan has put out all stops for the visit of the powerful Saudi heir, with Saudi and Pakistani flags, welcome banners and huge portraits of the crown prince, PM Khan and Pakistani President Arif Alvi put up at several key points in Islamabad. Security was tight in the capital on the weekend, with authorities restricting entry into the Red Zone, a diplomatic enclave which houses important state-owned buildings including the Prime Minister House, President House and the Supreme Court. The crown prince -- who is accompanied by a coterie of officials from the Saudi Royal family, key ministers, and leading businessmen -- is expected to discuss bilateral, regional, and global issues during meetings with the president, the prime minister, Senate Chairman Sadiq Sanjrani, and Army Chief General Qamar Javed Bajwa. The Saudi royal will also attend a dinner at the PM House on Sunday night and a luncheon at the Presidential Palace on Monday. He will co-chair with PM Khan meetings of joint working groups in many sectors including energy, trade and media on Monday. “A delegation of Pakistan’s Senate will also call on the crown prince to discuss ways to enhance parliamentary cooperation between the two countries,” the Foreign Office said in a statement, adding that Saudi ministers would meet their counterparts to discuss bilateral cooperation in their respective fields. "On the sidelines of the visit, the businessmen of the two countries will meet to discuss opportunities for collaboration in the private sector,” the statement read. “The visit...will significantly enhance bilateral ties between the two countries in all spheres of cooperation,” the Foreign Ministry said on Wednesday. There are 431,293 pilgrims still in the Kingdom, with 297,147 in Makkah and 134,146 in Madinah. Most pilgrims — 3,069,062 — came to the Kingdom by air, while 357,165 entered by land and 28,171 arrived by sea. The largest number of pilgrims are from Pakistan (863,317) followed by Indonesia (564,273), India (373,781), Yemen (191,214), Malaysia (185,716), Egypt (177,695), Turkey (143,074), Algeria (119,545) and Bangladesh (86,476). The weekly data also included the number of Saudi staff within Umrah companies and institutions. They are 10,124 Saudis including 8,386 males and 1,738 females. Developing Hajj and Umrah organizations and services in the Kingdom is among the top priorities of the Saudi government. Government and private sector entities in Makkah and Madinah are providing first-class services to the worshippers. The Vision 2030 reform plan aims to attract more than 30 million Umrah pilgrims, and provide them with excellent services and an outstanding experience. Of the 21 cases reported, 16 are in the city of Wadi Al-Dawasir, three in Riyadh and the other two cases in Buraydah and Najran. According to the survey, the youngest patient, 16, had close contact with an infected subject, while the oldest patient, an 80-year-old lady, acquired the infection while under medical care. Twelve patients were admitted to hospitals, six were quarantined, and three have since died. Field teams from the Ministry of Environment, Water, and Agriculture also detected positive MERS samples in camels in the affected areas. The Health Ministry command and control center called upon citizens and residents to take precautions when coming into close contact with camels by complying with general hygiene measures, such as regular hand washing before and after touching animals, avoiding contact with sick animals and wearing protective clothing when handling them. How ‘Absher’ app liberates Saudis from government bureaucracy

Author: Rawan RadwanID: 1550351014855834400Sun, 2019-02-17 00:02 JEDDAH: Absher, the “one-click” e-services app launched by the Interior Ministry in 2015, is now regarded as the leading government platform for Saudi citizens, freeing them from bureaucratic inefficiency and endless queuing for everyday services. However, in a recent New York Times article, the app was criticized as a “tool of repression” following claims by Democratic Senator Ron Wyden and women’s rights groups. Apple and Google were urged to remove the application from their devices over claims that it “enables abhorrent surveillance and control of women.” In an official statement, the ministry rejected the allegations and said the Absher platform centralized more than 160 different services for all members of society, including women, the elderly and people with special needs. The app makes electronic government services available for beneficiaries to access directly at any time and from any place in the Kingdom, the ministry said. Absher allows residents of the Kingdom to make appointments, renew IDs, passports, driver’s licenses, car registration and other services with one click. Many Saudis still recall having to queue at government agencies, such as passport control offices and civil affairs departments, for a variety of official procedures. Appointments could take weeks to arrange, with people relying on their green files, or “malaf allagi” — the 1980s and 1990s paper form of Absher that was known as the citizen’s “lifeline,” both figuratively and literally. Hours would be spent as government departments ferried files back and forth, and if a form was lost, the whole transaction process would have to start again. As complicated as it was for men, women suffered more. Muna Abu Sulayman, an award-winning strategy adviser and media personality, told Arab News the introduction of Absher had helped strengthen women’s rights. Sulayman said she was disappointed at comments on the e-services platform being made abroad. “There are consequences that people don’t understand. It’s a very idealistic and naive way of understanding what is going on,” she said. “The discussion on the guardianship law is internal and ongoing — it is something that has to be decided by our society and not as a result of outside pressure. We’re making strides toward equality and Absher is a step in the right direction,” she said. “In a Twitter survey, I asked how many women have access to their guardian’s Absher. Most answered that they control their own fate. Men who don’t believe in controlling women gave them access to their Absher and that shows an increase in the participation of women in their own decision-making.” Absher also provides services such as e-forms, dealing with Hajj eligibility, passport control, civil affairs, public services, traffic control, and medical appointments at government hospitals. The platform is available to all men and women, and removes much of the bureaucracy and time wasting associated with nonautomated administrative systems. On the issue of granting women travel permits, the law requires a male guardian to grant it through the portal, as well as for men under the age of 21. Retired King Abdullah University professor Dr. Zainab M. Zain told Arab News: “I always had issues with my passport renewal as well as my children’s as they are both non-Saudi. For years it was risky not to follow up properly at passport control — you never knew what could happen, but now I can renew their permits by paying their fees online through Absher from the comfort of my home in Abu Dhabi.” Ehsanul Haque, a Pakistani engineer who has lived in the Kingdom for more than 30 years, said: “Absher has helped tremendously with requests, such as exit and entry visas for my family and myself. I can receive approval within an hour whereas once it would’ve taken me days,” he said. “The platform has eased many of my troubles.” The Absher website also provides information on how to report wanted persons, or administrative or financial corruption. In April, 2018, the ministry launched “Absher Business,” a technical initiative to transfer its business services to an interactive digital system. With an annual fee of SR2,000 ($533), business owners such as Marwan Bukhary, owner of Gold Sushi Club Restaurant in Jeddah, used the portal to help manage his workers’ needs in his expanding business. “There are many features in Absher that helps both individual and establishment owners,” he said. “I took advantage of the great features it provided, and it saved me a lot of time and trouble and also my restaurant workers. It’s a dramatic change. When Absher Business was launched last year, it organized how I needed to manage my workers’ work permits. “Through the system, I could see the status of all my employees, renew their permits, grant their exit and entry visas, and have their permits delivered to my house or my business through the post after paying the fees. It saved business owners a lot of time and energy. “I used to have to do everything manually myself or have my courier help. I believe it’s the government’s most advanced system yet with more features being added every now and then,” Bukhary said. “Absher has eased our burden, unlike the old days when we needed to visit government offices and it would take four weeks just to get an appointment. Minister of Transport and Chairman of the General Authority of Civil Aviation (GACA) Nabil Al-Amoudi expressed his gratitude to the king for his support of the aviation sector and the summit, to be held on April 1 and 2 at the Ritz Carlton in Riyadh. “This continuous attention contributed to enhancing the role of the Kingdom on a global level in the field of air transport,” the GACA chairman told Arab News. Al-Amoudi said that the summit was one of the most important international events in air transport as it represented an opportunity to share knowledge on future policies, regulation and investment opportunities, as well as discussing the security and safety of the civil aviation system. The summit will review the plans of the civil aviation sector in line with the objectives of Saudi Vision 2030. It will also provide a chance to highlight the participation of women in civil aviation and their contributions in developing this vital sector, he said. The summit was a platform to discuss best international practices, the most important of which were in safety and security, environmental protection and innovation in aviation technology. Saudi Arabia’s social protection system to ensure equitable distribution

Author: Arab NewsID: 1550263025907983500Fri, 2019-02-15 23:36 JEDDAH: Saudi Arabia has told a UN meeting that it has developed a system of social protection to protect low-income families in cooperation with government agencies. The system will give priority to eradicating poverty and raising the standard of living within three main areas: Social assistance, social insurance and labor market programs. The news came in a speech delivered by the deputy permanent representative of Saudi Arabia to the UN, Dr. Khalid Al-Manzalawi, during the general debate at the 57th session of the UN Commission for Social Development. “The Kingdom is currently undertaking several economic reforms to reduce the fiscal deficit, stimulate non-oil revenues and reduce subsidies and tax legislation,” he said. Al-Manzalawi added that poverty is one of the most important global problems, to the extent that the UN has made addressing it one of its priorities, developing 17 development programs that aim to lift societies out of such hardship. “Looking closely, we note that the problem is not just economic, but is highly related to social, cultural, legal and political changes,” he said. “Therefore, poverty differs from one society to another, and so does the way of dealing with it. However, there are common strategic foundations that can be adopted by all societies to solve this problem, though they can be implemented in different methods and mechanisms.” He said that the Kingdom had finished developing a comprehensive strategy to deal with poverty. This strategy includes initiatives and projects that will contribute to improving living standards. He said that the Kingdom has taken many measures to promote social security for people with disabilities and achieve their social integration. The Ministry of Labor and Social Affairs also supervises the work of 38 rehabilitation shelters for people with special needs and the Kingdom is home to 44 specialized associations and 347 day-care centers that serve disabled people of all ages. He said that the Kingdom has developed a national plan for people with disabilities. This covers 23 initiatives aimed at taking care of them, developing a standard classification for disabilities and national databases that constitute the reference point to follow up on related regulations and policies, along with leading the implementation of the work plan and empowering, raising awareness and providing support and consultation. One of the 37 objectives of the National Transformation Program 2020 is to empower the integration of disabled people in the labor market. In his speech before the UN, Al-Manzalawi said: “The Kingdom has promoted women’s place by developing their potentials and investment to activate their role on the local and international levels. “Vision 2030 sheds light on the efforts needed to guarantee women empowerment in societal and economic development and present them as influential and effective members on all levels.” He also highlighted the Kingdom’s commitment to investing in the education sector, where it has provided free education at all levels in the Kingdom, including higher education. Al-Manzalawi ended his speech by stressing that the Kingdom will always work with the UN and the international community to achieve the objectives of Sustainable Development 2030 and a bright future for future generations.
