Latvia's State Control audited five programs for secondary outpatient medical care for children in the regions. The audit found that in 71 percent of cases, medical institutions are effectively not providing the planned services to children at all. In practice, that means most of the care promised under these programs never reaches its young patients. The findings were reported by the news agency LETA. State Control, the country's public auditing office, has flagged gaps between what health programs promise and what families actually get. The conclusions raise questions about how the regional services are funded and monitored.
