Azerbaijan’s healthcare reform shifts focus to system-wide performance
Azerbaijan has moved the Management Union of Medical Territorial Units, known as TABIB, under the direct wing of the Ministry of Health. The reorganisation is presented as a step toward a healthcare system that is better integrated, more coordinated and governed with a clearer strategy. Officials frame reform as a continuous process in which institutions keep evolving as society changes and patients expect more. New medical technologies add their own pressure, pushing the system to adapt rather than stand still. Bringing TABIB under the ministry's roof is meant to align the running of territorial medical services with national health policy. The stated shift is from judging individual facilities to measuring how the whole system performs. For patients in the regions, the expectation is that care will feel less fragmented from one district to the next.
Healthcare reform is a continuous process in which institutions evolve alongside the needs of society, the development of medical technologies and the growing expectations of citizens. Azerbaijan’s decision to place the Management Union of Medical Territorial Units (TƏBİB) under the Ministry of Health marks an important stage in this evolution, opening the way for a more integrated, coordinated and strategically managed healthcare system.
