Voter registration in Naga City and Batanes will start a week after their local electoral exercises. This is a change from the national start date of November 10. MANILA, Philippines—Voter registration in Naga City and Batanes will begin a week after their respective electoral exercises this month, instead of on the nationwide start date of Nov. 10, Commission on Elections (Comelec) Chairperson George Erwin Garcia said. Naga City will hold a plebiscite on Nov. 21 to determine whether it will become a highly
