An analysis of public procurement for 2024 shows that non-transparent procedures have become a regular practice in Montenegro. A total of 142 contracts were awarded without public tenders. These expenditures totaled 77.3 million euros. The authorities justified these decisions by citing urgency. The highest concentration of these contracts occurred in healthcare and capital projects.
