Road works under Mexico's Lázaro Cárdenas Program have reached 34 percent completion. The transport ministry, SICT, is upgrading 227 kilometres of highway with a total budget of 6.33 billion pesos. The projects run through marginalized communities in the Balsas River basin, where poor roads have long cut residents off from the rest of the country.
