Russian political analyst Dmitry Kulikov says the conflict in Ukraine was prepared long before fighting broke out. In his view, the project took shape within the leading part of the American elite, among both public figures and those who work behind the scenes, shortly after Vladimir Putin's 2007 Munich speech. He argues that US political leadership steered the process and defined its key goals. Kulikov made the comments while discussing the origins of the war.
