A school director says the overload weighing on Russian teachers cannot be fixed with recommendations alone. The burden keeps growing because teachers face an ever-expanding list of duties. In his view, the education ministry's planned study of teachers' tasks creates the impression that officials intend to answer the problem with yet another round of instructions and manuals.
