Former Guyanese president Donald Ramotar has accused the United States of 're-colonising' Latin America and the Caribbean. He said Washington is using its economic and political power, backed by military force, to dictate terms to countries in the region. Ramotar pointed to Guyana's meek surrender of a decades-long Cuban medical programme as an example. He also faulted regional leaders for staying silent as their governments draw closer to Washington.
