Elisa Ferreira, the former European commissioner for cohesion and reforms, believes Portugal has grown a little too used to receiving EU funds. She said the country needs to start discussing policies rather than money, given how much of it has already flowed in. In her view, the reliance on Brussels' cash has made the national conversation lazy.
