Both countries still rely on gas and oil to keep electricity flowing, and repeated blackouts make any fast phase-out a tough sell at home. Their governments are caught between climate commitments made abroad and citizens who mainly want the lights to stay on. For now, fossil fuels remain the practical choice in both capitals.
