Foreign Affairs Secretary Ma. Theresa Lazaro has downplayed the scope of the Philippines' provisional arrangement with China on Ayungin Shoal, calling it nothing more than an exchange of information. The arrangement concerns rotation and resupply missions to the shoal, which is also known as Second Thomas Shoal. Lazaro offered the explanation on Thursday while appearing before the House appropriations committee as it reviewed her department's proposed budget.
