Comelec has also set a target of one million registered overseas voters for the same cycle. Signups among Filipinos abroad have lagged in past elections, partly because enrollment depends on embassies and consulates with limited staff. The commission has leaned on online and postal options to make the process less of a hurdle for migrants and their families. The 2028 race will fill the presidency, the vice presidency and thousands of other posts, so new registrants could swing tight contests. Registration figures from November onward will offer the first real gauge of the electorate's mood for 2028.
