Spain's government has shifted its tone on Morocco after a month spent insisting that Rabat bore no responsibility for the crisis in Ceuta. Prime Minister Pedro Sánchez now says ongoing investigations could eventually prove Morocco's involvement. He warned the neighbouring country that if such evidence emerges, Spain will act with full force. The harder line suggests patience in Madrid is running out.
