Infrastructure bonds could draw private investors into funding the development of towns in Russia's Arctic zone, according to expert Vorotnikov. The associate professor at the Russian Presidential Academy of National Economy and Public Administration sees the bonds as a way to bring outside capital into northern settlements. He presented the idea as one of the financial instruments suited to the region's needs.
