Bosnia's Central Election Commission, known as CIK, has annulled the vote at one polling station in Brčko. The problem involved ballots: voters from Republika Srpska who used the station were missing the ballot paper for the Parliament of Bosnia and Herzegovina. The commission said the circumstances point to violations of the rules of the electoral process and of electoral rights at that location. An annulment of this kind means the votes cast there will not be counted. The finding raises questions about how ballots were organised and handed out to voters arriving from different parts of the country. Brčko's special status as a self-governing district tends to make its elections closely watched. The move is the sort of correction election bodies apply when polling-day procedures break down. Those affected by the ruling can typically challenge it through the appeal channels the election law provides.
