A federal judge has ordered the Justice Department to reveal who came up with the idea for a fund that would have paid people who say they were unfairly prosecuted. The Trump administration later scrapped the plan, leaving the fund defunct. Even so, several lawsuits connected to the episode are still moving through the courts.
