According to him, the devices had been attached to police vehicles so someone could follow their movements around Tirana. He spoke about the seizure as part of the current wave of protests in the capital. Karamuço described the find as the units being caught in the act, though he named no suspects. If accurate, the practice would mean someone was trying to predict police deployments in real time.
