Austria's packaging tax now faces two formal complaints to the European Commission from business groups. The Handelsverband, Austria's national trade association, filed the first internal-market complaint against the measure. Eurocommerce, the European retail and commerce association, has followed with its own case. Both complaints were lodged from Vienna and challenge the Austrian tax under European single-market rules. The dispute has moved the packaging levy from a domestic policy debate into a legal contest at EU level. The European Commission will have to consider the filings, with no timetable for a decision announced.
