The Council of Ministers of Bosnia and Herzegovina has approved a decision on one-person, one-vote participation by Serb citizens in Bosnia for the 25 October elections. The measure was adopted during an extraordinary telephone session after days of political clashes in Sarajevo. Deputy Council chair Staša Košarac described the vote as an important victory. The decision comes amid disagreement over how Serb citizens living in Bosnia will be allowed to participate in the poll. Košarac’s comments indicate that the government side regarded the issue as settled after the vote. The episode shows how election rules can become a point of confrontation within Bosnia’s governing arrangements.
