Former Congressional official César Delgado-Guembes and lawyer Natale Amprimo raised concerns about the draft of Law 32743. They questioned the part of the document that gives the Senate the power to approve the regulation. Both experts argued that this authority belongs to the Congress as a whole. They also suggested corrections regarding the legal ownership under which the law should be sent to the Executive branch.
El exoficial mayor del Congreso César Delgado-Guembes y el abogado Natale Amprimo cuestionaron que la autógrafa de la Ley 32743 atribuya al Senado la aprobación de la norma. Ambos señalaron que corresponde al Congreso en su conjunto y plantearon observaciones sobre la titularidad bajo la cual debe remitirse al Ejecutivo.
