Suspicions of violating “financial preference” have brought public contracts into an audit by the General Finance Inspectorate. The audit now covers contracts concluded by 13 public institutions and enterprises and their subsidiaries, after precise data emerged about suspected manipulation in evaluating financial bids. The suspicions include excluding companies that offered prices below the reference prices in favor of competitors whose bids were equal to them, raising doubts about the legality of award decisions and about lost chances to save money.
