Russia's central bank has spelled out the markers that make a bank treat a customer's operation as possible fraud. One of the examples is withdrawing cash right after a loan has been arranged, a combination the regulator regards as suspicious. Banks track unusual movement across accounts and can respond with extra questions, delays or temporary limits on payments. The reasoning is that scammers often push their victims to take out loans and then move the money out fast. Under the anti-fraud framework, banks can flag dubious transfers and cut off channels used by criminal groups. A customer caught in such a check may see a payment held up while the bank verifies what is going on. The advice from the regulator is blunt: be wary of anyone who urges you to borrow money and then hand it over.
