Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Störe held phone conversations with Russian President Vladimir Putin. They discussed potential ways to end the war against Ukraine. Stubb's office stated that both leaders spoke as representatives of their own countries. They did not act on behalf of Europe as a whole.
