In a village, a drinking water tank has been built and pipes have been extended from the source to bring water. Taps have been installed in every household, with the rural municipality providing the budget and pipes while local residents contributed labor. At first glance it appears the drinking water problem has been solved, but the title says water is still hard to even see at the taps.
