The Sentry states that Uganda should strictly follow its agreements with the DRC. The organization advises against the unilateral expansion of Operation Shujaa's geographic scope. While the Rwandan army is described as illegally occupying Congolese territory by supporting the AFC/M23 movement, now called the Front for the Refoundation of the Nation, the Ugandan army is also present in the region.
