The Foreign Ministry took more than a month, and needed an amparo, a court protection filing, before it confirmed that Manuel Tovar had been dismissed. Tovar, the country's foreign minister at the time, was scheduled to speak at the United Nations General Assembly. He was set to carry out that role on a delegation from Laura Fernández. His removal came only hours before his planned address.
