Justice Undersecretary Luis Silva stated that sentence reductions for those convicted of sexual crimes against minors were initially rejected. He explained that these decisions had to be reversed because of rulings from the Supreme Court. Silva clarified that the granting of these reductions is not a personal decision made by him or the minister. He noted that he signed the decrees while acting in a substitute capacity.
