A U.S. federal appeals court in the Ninth Circuit accepted the Trump administration's urgent request to pause a preliminary injunction. The injunction had required the State Department to open registration for the fiscal year 2027 Diversity Visa program before November 1. The ruling allows the government to keep the America lottery suspended while the appeal proceeds. The program attracts many young people around the world, including thousands of Moroccans.
