In Artvin, a special‑education student with Duchenne muscular dystrophy named Muhammet Emin Tosun wanted to tour the city with his friends using police and gendarmerie vehicles. The regional governor issued instructions to make the plan a reality. Authorities arranged for police and gendarmerie cars to drive through the city. The event fulfilled the student’s wish.
