A one-month-old baby was left in a stroller during cold and drizzly weather in Alexandria. The child's parents were engaged in a loud argument on the street. A police officer eventually took charge of the infant. The baby was taken to a hospital without the parents. Both parents were detained by police and sent to psychiatric care.
