Israel's election ended without a clear winner. Netanyahu's bloc won 53 seats, the opposition 48 and Arab parties 19. Disagreements among opposition parties over cooperating with Arab parties have made forming a new government difficult. Isaac Herzog must task the candidate with the best chance of securing a majority with forming a government. If that fails, Netanyahu's interim government could continue or another election could be held.
