Roberto Smith pointed to several energy agreements to challenge the idea that investments require elections. Chevron proposed increasing production by 50 percent on January 9. Repsol suggested tripling production on the same date. Shell has agreements regarding oil and gas from March 5. BP has a memorandum for Lorán and Cocuina–Manakin.
