An institute faced significant delays in processing citizen requests for expert witness reports. Over 155,000 requests remain unresolved. Last year, the institute handled 192,629 requests across first and second instances. Internal employees resolved 89,167 of these cases, accounting for 46.3 percent of the total. External experts under service contracts handled the remaining 103,462 requests, which was 53.7 percent.
