The former president of the INS reported threats and pressure from Rodrigo Chaves. This pressure involved hiring a Brazilian company for ambulances and electronic ankle monitors in 2024. Mónica Araya told the Prosecutor's Office that Chaves demanded she award the contract or leave her position. She refused to grant the digital stamp contract to the Brazilian firm after a warning from the Compliance Office. Araya also claimed that calls were made to INS executives.
