Promo-LEX suggests a mechanism for the Republic of Moldova to pay compensation to victims in the Transnistrian region. These payments were established by the European Court of Human Rights. The association proposes that the state take over the claims of these victims. Moldova would then recover the money from the Russian Federation. One suggested method is to offset the cost against state debt owed to the Russian government. The association noted that Moldova owes Russia 17.5 million dollars.
