The fraud involved 742,000 shillings paid by a woman who was told she would receive 1,400 bags of cement. The bags were never delivered. Investigators linked the suspects to the scheme and took them into custody. The case is expected to go to court. Authorities said the arrests aim to protect consumers from similar scams.
