Spain's government looks set to blow the legal deadline for submitting the state budget for the fourth year running. Ministers Carlos Cuerpo and Arcadi España would not commit to bringing the bills before the Council of Ministers by 30 September, the statutory cutoff. Their position, put simply, is that the budgets will be presented when they are ready.
