Estonia's housing market is moving more cautiously this year, according to the Statistics Department. The number of permits for new homes to be put into use fell compared with last year. Authorities also issued fewer permissions for projects that will be completed in later years. That slower approval activity contrasts with real-estate specialists who describe the market as being in a growth phase. The two readings can coexist because a market may be expanding even when the flow of new permits temporarily weakens. The figures point to a cautious short-term construction cycle rather than a clear, across-the-board downturn.
